ارائه مدل مبتنی بر رویکرد تفکر سیستمی در پیشگیری و مقابله با فساد اداری

همه جوامع به خصوص جوامع درحال توسعه با سطوحی از انواع مختلف فساد روبرو هستند، اما آنچه سبب تمایز کشورها درفرآیند توسعه و پیشرفت است، نحوه مواجهه آنان با پدیده فساد و اتخاذ سیاست های پیشگیرانه و مقابله ای است. فساد در بخش دولتی پدیده‌ای پیچیده و چندوجهی است و اَشکال، عوامل و کارکردهایی متنوع در زمینه‌های مختلف دارد که پیشگیری یا مقابله با آن مستلزم تفکر سیستمی بوده و رویکرد سیستمی می تواند در ایجاد یک الگوی جامع و منسجم نقش آفرینی کند. در این پژوهش کیفی از منابع و متون معتبر کتابخانه ای، استنادی و شبکه جهانی اینترنت و همچنین نظرات 15 نفر از اعضای هیات علمی و خبرگان اجرایی و متخصصان حوزه پیشگیری و مقابله با فساد به روش دلفی استفاده شد به نحوی که بعد از انجام مراحل روش دلفی و بهره گیری از رویکرد سیستمی، مدل مفهومی نهایی پیشگیری و مقابله با فساد اداری در قالب 9 مولفه و 3 رکن ترسیم گردید. همچنین استدلال شده است که اتخاذ رویکرد تقلیل گرایانه در کنترل فساد بیهوده بوده و ارکان سه گانه شناسایی شده با همکاری و هماهنگی متقابل، یکدیگر را تقویت می کنند.

presenting a model based on the systems thinking approach in preventing and anti administrative corruption

all societies, especially developing societies, face various levels of corruption, but what differentiates countries in the process of development and progress is the way they face the phenomenon of corruption and adopt preventive and counter policies. corruption in the public sector is a complex and multifaceted phenomenon and has various forms, agents and functions in different fields, which prevention or combating it requires systems thinking and a systemic approach can play a role in creating a comprehensive and coherent model. in this qualitative research, reliable sources and texts from the library, citation and the global internet network, as well as the opinions of 15 faculty members and executive experts and specialists in the field of preventing and combating corruption were used using the delphi method in such a way that after completing the steps of the method delphi and using the systemic approach, the final conceptual model of preventing and anti administrative corruption was drawn in the form of 9 components and 3 pillars. it has also been argued that adopting a reductionist approach in corruption control is futile and the three pillars identified reinforce each other through mutual cooperation and coordination.
