بکارگیری متدلوژی سیستم های نرم جهت اجرایی شدن استراتژی ها در سازمان: مورد مطالعاتی بهبود نظام انگیزشی کارکنان مرکز آمار

با توجه به افزایش پیچیدگی سازمان‌های امروز، لاجرم مدل های تحلیل و تصمیم‌گیری به‏عنوان ابزارهای تفکر و تحلیل نیز بایستی جهت مواجهه با این پیچیدگی تغییری در جهت بهبود پیدا کنند. با ظهور تفکر سیستمی و متدلوژی های آن تا حد مطلوبی می توان بر این پیچیدگی ها چیره گشت. استراتژی ها هنگامی در سازمان اجرایی می شوند که عملیاتی شوند از آنجایی که راه رسیدن به اهداف استراتژیک سازمانی در عمل به دلیل دیدگاه های چندگانه ذی نفعان آن معمولاً دور از دسترس می باشد، از این رو محقق متدلوژی سیستمهای نرم (ssm) را بعنوان یکی از متدلوژی های پرکاربرد تفکر سیستمی برای حل این چالش انتخاب کرده تا بتوان اجماعی نسبی میان منافع ذی‌نفعان حاصل کرد. نظر به اینکه مداخله در سازمان الزام اولیه جهت حل مسائل سازمانی با این متدلوژی می باشد، مرکز آمار ایران، به عنوان مورد مطالعاتی انتخاب گردید. در ابتدای مداخله جهت بهبود فرآیندهای اجرای استراتژی ها، با کمک ssm در دپارتمان برنامه ریزی آن مرکز گام های اصلی چگونگی اجرایی شدن استراتژی های سازمان استخراج شد و در ادامه از گام های آن برای تدوین برنامه عملیاتی استراتژی تقویت نظام انگیزش کارکنان کمک گرفته-شد. برنامه عملیاتی تدوین شده بدلیل مشارکت ذی نفعان، و در نظر گرفتن دیدگاه های افراد مختلف منجر به تدوین استراتژی های وظیفه ای با قابلیت اجرایی بالا شد و توانستیم تا حد مطلوبی شکاف بین لایه استراتژیک و عملیاتی را کم کنیم و با تدوین شاخص های ارزیابی بر اجرای استراتژی در سازمان مربوطه، نظارت کنیم. انجام این پژوهش در مرکز آمار علاوه بر تدوین برنامه استراتژیک عملیاتی دستاوردهای دیگری نیز داشت که مهم ترین آن یادگیری سازمانی است که در حین بکارگیری ssm از طریق آموزش-ها و تسهیلگری های محقق حاصل شد و کارکنان دپارتمان برای تدوین برنامه عملیاتی برای سایر استراتژی های مرکز در آینده، توانمند شدند.

applying soft system methodology (ssm) to implement strategy in the organization: a case study of improving the motivation system of iran statistic center

due to the increasing complexity of today s organizations, analysis and decision-making models as tools of thinking and analysis must also change in to face this complexity. with the emergence of systems thinking and its methodologies, these complications can be overcome to an optimal extent. strategies are implemented in the organization when they are operational, since the way to achieve the strategic goals of the organization in practice is usually far from reach due to the multiple perspectives of its stakeholders. therefore, the researcher has chosen soft systems methodology (ssm) as one of the widely used systems thinking methodologies to solve this challenge in order to achieve a relative consensus among the interests of the stakeholders. considering that intervention in the organization is the primary requirement to solve organizational problems with ssm, iran statistics center, was chosen as a case study. at the beginning of the intervention to improve the processes of implementing the strategies with ssm in the planning department, the main steps of how to implement the strategies were extracted and then from the steps to developing an operational plan to strengthen the motivation of employees. the operational plan developed due to the participation of the stakeholders, and taking into account the views of different people, led to the formulation of task strategies with high executive capability, and we were able to reduce the gap between the strategic and operational layers in the organization, also we developed evaluation indicators to monitoring implementation of the strategy. conducting this research in the statistics center, in addition to developing a strategic operational plan, also had other achievements, the most important of which is the organizational learning during the using of ssm and trainings and facilitations of the researcher and the department staff became empowered to developing an operational plan for other strategies.
