بررسی اثربخشی نخبگان علمی در جامعه با روش پویایی‌های سیستم

جایگاه و نقش نخبگان در بخشهای مختلف اقتصادی، اجتماعی، سیاسی و فرهنگی کشورها مهم و اثرگذار است. در سالهای گذشته جایگاه ایران در ارزیابیهای بینالمللی کیفیت نخبگان مناسب نبوده و حتی روند نزولی نیز داشته است. این موضوع به بیانگیزگی نخبگان برای بازار کار و خالی شدن کشور از ظرفیت نخبگی میانجامد. یکی از معیارهای کیفیت نخبگان هر جامعه، قدرت آنان و توانایی ایجاد ارزش در زمینه‌های مختلف است. در این مقاله عوامل موثر بر اثربخشی نخبگان علمی در جامعه با دیدگاه سیستمی مورد مطالعه قرار گرفته و حلقه‌ها و پویایی‌های اصلی اثربخشی شناسایی شده‌اند. نتایج این پژوهش نشان‌دهنده وجود حلقه‌های رو به رشد در مدل کلی اثربخشی نخبگان است که در صورت وجود روند مثبت در آنها انتظار افزایش اثربخشی کلی وجود دارد. از طرف دیگر با توجه به روند نامناسب فضای فعلی، به نظر می‌رسد که تاثیر عوامل خارجی و روند منفی این متغیرها، اثر بیشتری بر حلقه‌ها داشته‌اند و لوپ‌های غالب مدل را تعریف کرده‌اند. راهکارهایی برای افزایش اثربخشی نخبگان و پیشنهادهایی برای پژوهش‌های آینده در انتهای تحقیق ارائه شده است.

investigating the dynamics of scientific elites effectiveness in society

the position and role of elites in different fields of economic, social, political and cultural sectors of countries is important and effective. in the past years, iran s position in international evaluations of the quality of elites was not suitable and even had a downward trend. this issue leads to the lack of motivation of the elites for the labor market and the emptying of the country s elite capacity. one of the quality criteria of elites of any society is their strength and ability to create value in different fields. in this paper, the factors affecting the effectiveness of scientific elites in society are investigated by system dynamics, and the main rings and dynamics of effectiveness have been identified. the results of this research show the existence of growing circles in the general model of the elite s effectiveness, and if there is a positive trend in them, it is expected to increase the overall effectiveness on the other hand, considering the inappropriate trend of the current space, it seems that the influence of external factors and the negative trend of these variables had a greater effect on the loops and defined the dominant loops of the model. solutions to increase the effectiveness of elites and suggestions for future research are provided at the end of the research.
