تجربه‌نگاری تدوین سند برنامه میان‌مدت 1405-1401 شهرداری مشهد به روش تعاملی

افزایش سرعت تغییرات و پیچیدگی روزافزون سازمان شهرداری و کلیه نظام های اجتماعی، هر لحظه مسائل و اتفاقات جدیدی را در برابر شهرداری ظاهر و در نتیجه ضرورت نگرش سیستمی را در برخورد با مسائل و برنامه ریزی ها آشکار می نماید. شهرداری مشهد با توجه به جایگاه ویژه شهر از منظر راهبردی، با حساسیت بالایی نسبت به عارضه‌یابی برنامه‌های خود و به اجرا درآوردن راهبردهای آینده نگرانه و هدفمند سازمانی در قالب برنامه ریزی میان مدت اقدام می نماید. برنامه میان مدت 1405-1401 شهرداری مشهد بر اساس تفکر سیستمی و به روش تعاملی پس از مطالعه تجارب گذشته و استفاده از آموخته-ها به عنوان پیشران، مصاحبه و همچنین برگزاری رویدادها و پنل های علمی _ تخصصی با مدیران اجرایی، صاحب نظران و اساتید علمی تهیه و تدوین گردیده است.این پژوهش به روش تجربه نگاری و مستندسازی و با هدف فراهم شدن زمینه های یادگیری سازمانی و الگوسازی تجربیات شهرداری مشهد مقدس می باشد. در راستای یکپارچه سازی داده ها، تحلیل و دسته بندی و ترسیم ارتباط میان آنها در مراحل مختلف برنامه ریزی از روش ها و ابزارهای تحلیل متناسبی چون نرم افزارهای mindmap، maxqda و gis استفاده گردیده است. نتایج بیانگر آنست که پیاده سازی این مدل، منجر به اطلاع بیشتر ذی نفعان نسبت به چیستی و چگونگی برنامه و لذا مشارکت بیشتر در تدوین برنامه، افزایش تعهد و الزام کارکنان و مدیران نسبت به اجرا، افزایش قابلیت تحقق، ارائه تصویرواضح از موقعیت سازمانی و آینده و همچنین افزایش خلاقیت و نوآوری گردید.

developing the medium-term plan document 2022 - 2026 of mashhad municipality with the interactive method: an experience documentation

the increasing speed of changes and complexity of municipal organization and all social systems cause the municipality to face new issues and events each and every second, which consequently reveals the necessity of a systemic approach in planning and facing said issues. from a strategic point of view, and considering the special status of the city of mashhad, mashhad municipality acts with a high sensitivity towards identifying the complications of its plans and implementing forward-looking and targeted organizational strategies in the form of medium-term planning. the medium-term plan 2022- 2026 of mashhad municipality has been developed based on systemic thinking and with an interactive method, following the study of previous experiences, utilizing learned lessons as a driver, interviews, and also holding scientific-specialized panels and events with executive managers, pundits and professors. this research is conducted with a documentation method and aims to provide organizational learning contexts and model the experiences of mashhad municipality. for data integration, analysis, classification, and depicting the data correlations, suitable analytic methods and tools such as mind map, maxqda, and gis software were used throughout different stages of planning. the results show that implementing this model leads to stakeholders having more information about what and how the plan is, therefore leading to more contribution to the development of the plan, increasing the commitment and obligation of employees and managers to implement the plan, increasing the realization capacity of the plan, providing a clear picture of the organizational situation and the future, as well as increasing creativity and innovation.
