|
Standard data envelopment analysis (dea) models utilize all inputs and outputs to approximate the proficiency efficiency of decision-making units (dmus). they also presume that all inputs and outputs are controlled by managers. however, in real positions, there might be some non-discretionary inputs and outputs that are not under the control of managers. on the other hand, each dmu may consist of several subunits, that each of which can be affected by non-discretionary inputs. therefore, providing information on resource dividing by taking into account non-discretionary factors for each subunit can help managers to make better decisions in order to increase the efficiency. the present study offers a new approach for resource allocation and efficiency approximation of subunits in the presence of non-discretionary factors and partial impacts among inputs and outputs in the dea framework. an application of the suggested model for gaining efficiency of 17 road guards is proffered.
