بررسی نظریه تاثیر شاخص های مختلف بر نحوه مدیریت شهری با رویکردآینده پژوهی (مطالعه موردی: شهرستان اقلید)

عدم وجود نگاه آینده پژوهانه در نظام توسعه شهری از عوامل عمده ضعف نظام برنامه ریزی شهری در نظر گرفته شده است از این رو ضروری است تا آینده را در چارچوب مدل های آینده پژوهی و با رویکرد برنامه ریزی شهری قابل فهم کرده تا از چالش های پیش رو با حداقل آسیب عبور نماییم. پژوهش حاضر جهت تحلیل عوامل موثر بر ناکارآمدی ساختار مدیریت شهری با نگاه آینده پژوهانه در شهرستان اقلید تدوین شده است. شهرستان اقلید یکی از شهرستان های تابعه استان فارس است که مرکز این شهرستان، شهر اقلید و جمعیت آن بر پایه سرشماری سال ،1395 برابر با 93٬763 نفر بوده، این شهرستان یکی از مناطق کوهستانی و سرسبز فارس و دارای آب هوای سرد و زمستانی است. شهرستان اقلید با وسعت 7054 کیلومترمربع قریب به 5/7 درصد کل مساحت خاکی استان فارس را به خود اختصاص داده است. در این تحقیق در گام اول با استفاده از نظر 20 نفر از خبرگان و کارشناسان اجرایی حوزه مدیریت شهری تعداد 16 عامل به عنوان چالش ها و عوامل اساسی در ناکارآمدی توسعه شهری در آینده تبیین میگردد. روش پژوهش به کار گرفته شده از نوع ترکیبی متوالی(اکتشافی تبیینی) است، روش و ابزار تحلیل داده ها در بخش کیفی پژوهش مبتنی بر تحلیل محتوا و در بخش کمی مبتنی بر تحلیل ساختاری با بهره گیری از نرم افزار میک مک است. نتایج تحقیق نشان می دهد عوامل ضعف در حس تعلق شهری شهروندان عدم بهره گیری کافی از توان سرمایه گذاری بخش خصوصی در راستای توسعه شهری، عدم وجود زیرساختهای نوین شهری، عدم وجود منابع درآمد پایدار از عوامل اساسی در ناکارآمدی شهری است که می تواند نه تنها مدیریت شهری را در وضعیت موجود بلکه می تواند مدیریت شهری را در وضعیت مطلوب و آینده دچار چالش های جدی نماید که حرکت به سوی شهرهای پایدار و هوشمند نیازمند رفع چالش های امروزی است.

examining the theory of the effect of different indicators on the way of urban management with a future research approach a case study of euclid

abstract the lack of a forward-looking view in the urban development system is considered one of the main factors of the weakness of the urban planning system; therefore, it is necessary to make the future understandable within the framework of future research models and with the approach of urban planning in order to overcome the upcoming challenges with minimal damage. the present research has been compiled to analyze the factors affecting the inefficiency of the urban management structure with a future research perspective in euclid city. eqlid city is one of the subordinate cities of fars province, the center of this city is eqlid city and its population is equal to 93,763 people according to the census of 2015. this city is one of the mountainous and green areas of fars and has cold and winter weather. with an area of 7054 square kilometers, euclid city occupies almost 7.5% of the total land area of fars province. in this research, in the first step, using the opinion of 20 experts and executive experts in the field of urban management, 16 factors are explained as challenges and basic factors in the inefficiency of urban development in the future. the research method used is of sequential combination type (exploratory-explanatory), the method and tool of data analysis in the qualitative part of the research is based on content analysis and in the quantitative part based on structural analysis with the use of micmac software. it is the results of the research show that the weak factors in the citizens sense of belonging to the city, insufficient use of the investment capacity of the private sector in the direction of urban development, the lack of modern urban infrastructure, and the lack of sustainable sources of income are the main factors in urban inefficiency. which can not only the city management in the situation rather, it can make the city administration in a favorable situation and face serious challenges in the future, which is necessary to move towards sustainable and smart cities to overcome today s challenges.
