ارایه مدلی کیفی جهت ارتقای فرهنگ محله محور در کالن شهر تهران

با گسترش شهرنشینی و رشد لجام گسیخته شهرها در طی دهههای اخیر، مشکلات و نارسائیهای فزایندهای در حیطه مدیریت شهری به وجود آمده است. یکی از رویکردهای مورد تاکید برای بهبود عملکرد مدیریت شهرها و حل مسائل و مشکلات شهری بهکارگیری طرح مدیریت محله ای یا همان رویکرد نوین خود مدیریتی شهروندان در امور متنوع مدیریت شهری میباشد. در سالهای اخیر مدیریت شهری تهران برای مدیریت هرچه بهتر این شهر و کاهش مشکلات و نارسائی های خدمات ارائه شده به شهروندان تهرانی اقدام به پیاده سازی طرح مدیریت محلات در سطح محلات شهر تهران کرده است. در این پژوهش به منظور ارایه مدلی کیفی جهت ارتقای فرهنگ محله محور در کلان شهر تهران، با استفاده از تحلیل محتوای استقرایی؛ با شناسایی 359 کد مفهوم، کدگذاری و دسته بندی آنها در سه مرحله نهایتا 88 شاخص اصلی؛ در پنج بعد و 20 مولفه، تبیین و در ادامه با استفاده از تکنیک دلفی سه مرحله ای در بین 32 نفر از خبرگان علمی و اجرایی، این شاخص ها مورد جرح و تعدیل قرار گرفت.. نهایتا مدل کیفی ارتقای فرهنگ محله محور در کلان شهر تهران در پنج بعد مشکلات شهرداری (مدیریت شهری)، شهر، شهروندی، برنامه ریزی فرهنگی-محله ای ، مدیریت شهری- محله ای ارائه شد.

presenting a qualitative model for the promotion of neighborhood-oriented culture in the metropolis of tehran

abstract: the development of urbanization and cities sprawling growth have led to increasing problems and shortages in urban management in recent decades. one of the most emphasized approaches to improvement urban management s performance and solution to urban issues and problems is using neighborhood management plan or citizen s self- management approach in urban management. in tehran metropolis, with the contribution of urban management and interaction among other units and subdivisions, there has been conducted some appropriate projects to constitute and support the activities of neighborhood counseling units to use the capacity of participants and contribution of citizens and considering the priorities and local requirements one of which is the neighborhood management in this respect. this study discussed the design and delivery a model for development of neighborhood culture in tehran metropolis. this research was an applied study of the purpose and methodologically as a qualitative method. after analyzing the data, 19 components of 679 concept codes were obtained and then classified at five dimensions including problems of urban management (with 3 components), city (with 4 factors), citizenship (with 2 components), neighborhood cultural planning (with 5 factors), neighborhood urban management (with 6 components).
