بررسی و تحلیل عدم شکل گیری نگهبان محله در شهرهای ایران(مطالعه مورد شهر اردبیل)

امنیت، نیاز اساسی زندگی انسان در جوامع شهری و روستایی به شمار می آید؛ چنانکه برخی اندیشمندان امنیت را یکی از دلایل اصلی پیدایش سکونتگاه های شهری می دانند. امروزه گسترده شدن هر چه بیش تر شهرها و تقسیم بندی شهرها در قالب مناطق و محله های مختلف و نیز حضور اقوام و افراد مختلف در عرصه های شهری، زمینه را برای بروز رفتار مجرمانه در عرصه شهرها فراهم ساخته است. به عبارتی فضاهای شهری با ویژگی های خود، به نحوی محرک بروز جرم هستند. امروزه پیشرفت علم و دانش تکنولوژی فاصله تمدن ها و فرهنگ ها را بسیار کم نموده و همین امر سبب گردیده که علوم با سرعت دور از انتظاری انتشار و گسترش پیدا کند. اجرای طرح نگهبان محله با مشارکت عمومی از جمله طرح های نوینی در دنیا مدرن امروز برای تامین امنیت مهم است. لذا ما در این پزوهش سعی در بررسی آن در شهر اردبیل داریم روش تحقیق این پژوهش تحلیلی– توصیفی و بازدید میدانی می باشد. و برای جمع آوری داده ها از روش کتابخانه ای و پرسشنامه و مصاحبه استفاده شده است. همچنین برای تحلیل داده ها از روش استنباطی بهره گرفته شده است . نتایج این پژوهش میدانی بیانگر آن است که بحث نگهبان محله در شهر اردبیل به دلیل فرهنگ سازی نامناسب و عدم تامین مالی این نیرو و عدم مشارکت مردم در شکل گیری آن از مهمترین معضل آن است و پیشنهاد می شود سازمان های دولتی با فرهنگ سازی و آگاهی مردم از نقش مهم این پدیده در شهر آگاه سازند تا شرایط تشکیل چنین نیروی مردمی امنیتی در محالت توسط خود مرد و دولت شکل گیرد.

investigation and analysis of the lack of formation of neighborhood watchmen in iranian cities (case study of ardabil city

abstract security is the basic need of human life in urban and rural communities; as some thinkers consider security as one of the main reasons for the emergence of urban settlements. nowadays, the expansion of cities and the division of cities in the form of different regions and neighborhoods, as well as the presence of different ethnic groups and people in the urban arena, have created the ground for the occurrence of criminal behavior in the arena of cities. in other words, urban spaces, with their characteristics, are somehow a trigger for crime. today, the progress of science and technology has reduced the distance between civilizations and cultures, and this has caused science to spread and expand at an unexpected speed. the implementation of the neighborhood guard plan with public participation, including new plans, is important in today s modern world to ensure security. therefore, we are trying to investigate it in ardabil city in this study the research method of this research is analytical-descriptive and field visit. and library method, questionnaire and interview were used to collect data. also, an inferential method has been used to analyze the data. the results of this field research show that the issue of the neighborhood watchman in ardabil city is one of the most important problems due to the inappropriate culturalization and the lack of financing of this force and the lack of people s participation in its formation, and it is suggested that government organizations with culturalization and awareness make the people aware of the important role of this phenomenon in the city so that the conditions for the formation of such a popular security force in the neighborhoods are formed by the people themselves and the government.
