اقتصاد سیاسی کارایی سیاست‌گذاری پولی در اقتصاد ایران

سیاست پولی یکی از متداول‌ترین ابزارهای سیاستی است که برای اهداف مختلفی می‌تواند به کار رود. در پژوهش حاضر با استفاده از روش تحلیل مرزی تصادفی و تابع ترانسلوگ کارایی سیاست پولی در ایران طی دوره 1357-1398 بررسی شده است. اختلالات پولی و تورمی ناشی از سیاست پولی به عنوان عامل ناکارایی در جملات اخلال تابع ترانسلوگ در نظر گرفته شده است. نتایج تخمین نشان می‌دهد که روی هم‌رفته سیاست پولی در ایران دارای کارایی معنی‌داری نبوده است، و رفتار رشد اقتصادی با کارایی سیاست پولی هم‌جهت و هر دو با رشد نقدینگی در خلاف جهت بوده است. برآوردها حاکی از آن است که سیاست پولی در برخی دوره‌ها اثر مثبت داشته، اما افراط در به‌کارگیری سیاست‌های انبساطی موجب کاهش کارایی و تاثیر منفی بر رشد اقتصادی شده است. علاوه بر این تعامل درجه انبساط پولی با نرخ بهره منجر به اثر منفی بر رشد اقتصادی شده است. همچنین اختلالات تورمی و پولی موجب کاهش کارایی سیاست پولی و افزایش ناکارایی فنی شده‌اند.

political economy of monetary policy efficiency in iran’s economy

monetary policy is one of the most commonly used policy tools that can be employed for various objectives. this study investigates the efficiency of monetary policy in iran during the period 1979-2019 using the stochastic frontier analysis and translog function. monetary and inflationary shocks arising from monetary policy are considered inefficiency factors in the error terms of the translog function. the estimation results show that overall, monetary policy in iran has not been significantly efficient, and the behavior of economic growth has been in the same direction as monetary policy efficiency and both have been in the opposite direction of monetary growth. the estimates suggest that monetary policy has had a positive effect in some periods, but excessive use of expansionary policies has reduced efficiency and had a negative impact on economic growth. in addition, the interaction of the degree of monetary expansion with the interest rate has led to a negative effect on economic growth. monetary and inflationary shocks have also reduced monetary policy efficiency and increased technical inefficiency.
