ارائه الگوی تقویت حکمرانی ریال با هدف کاهش خروج سرمایه (رویکرد ism)

حکمرانی حوزه ریال یکی از عرصه‌های حوزه حکمرانی است که در چند دهه گذشته کمتر مورد توجه سیاست‌گذاران اقتصادی کشور قرار گرفته است. منظور از حکمرانی ریال آن است که حاکمیت از ظرفیت‌هایی که نظام پرداخت ریالی و اطلاعات موجود در تراکنش‌های بانکی برای اداره کشور ایجاد می‌کند، استفاده کند. بنابراین هدف پژوهش حاضر ارائه الگوی تقویت حکمرانی ریال با هدف کاهش خروج سرمایه بوده است. این پژوهش به لحاظ هدف کاربردی و از نظر شیوه جمع‌آوری داده‌ها توصیفی - پیمایشی بوده و با روش پژوهش آمیخته (کیفی-کمی) مورد تحلیل قرار گرفت. پژوهش حاضر در سه گام شامل کیفی، مدل‌سازی ساختار تفسیری و کمی انجام شد. نتایج بخش کیفی حاکی از این است که 8 مضمون فراگیر، 25 مضمون سازمان‌دهنده و 58 مضمون پایه شناسایی شدند. مضامین فراگیر سیاست‌های پولی، سیاست‌های ارزی، ایجاد و تقویت شفافیت در عملکرد بانکی، تقویت نظارت و کنترل بر عملیات بانکی، ایجاد جذابیت مالی برای سرمایه‌گذاری در کشور، جلب اعتماد سرمایه‌گذاران خارجی، حکمرانی مطلوب و چالش‌ها است. نتایج حاصل از بخش کمی نیز نشان داد که ابعاد به دست آمده بر تقویت حکمرانی ریال با هدف کاهش خروج سرمایه تاثیر معنی‌داری دارند.

providing a model for strengthening rial governance with the aim of reducing capital outflow (ism approach)

the governance of rial is one of the areas of governance that has received less attention from the country's economic policymakers in the past few decades. the meaning of rial governance is that the government uses the capabilities that the rial payment system and the information in bank transactions creates for the administration of the country. therefore, the aim of the present study was to provide a model for strengthening the governance of rial with the aim of reducing capital outflow. this research is descriptive-survey in terms of practical purpose and in terms of data collection method and was analyzed with mixed research method (qualitative-quantitative). the current research was conducted in three steps, including qualitative, interpretative and quantitative structure modeling. the results of the qualitative part indicate that 8 overarching themes, 25 organizing themes and 58 basic themes were identified. the overarching themes of monetary policies, exchange policies, creating and strengthening transparency in banking operations, strengthening supervision and control over banking operations, creating financial attractiveness for investment in the country, gaining the trust of foreign investors, good governance and challenges are. the results of the quantitative part also showed that the obtained dimensions have a significant effect on strengthening the governance of rial with the aim of reducing capital outflow.
