توسعه تامین مالی زنجیره تامین؛ رویکردهای سیاست‌گذاری بانک مرکزی

تامین مالی زنجیره تامین عبارت از به‌کارگیری روش‌های تامین مالی جهت بهبود مدیریت سرمایه در گردش و فرآیندهای زنجیره تامین است که پس از بحران مالی سال 2008 و سخت‌گیری بیشتر بانک‌های مرکزی با هدف افزایش کارایی ابزارهای تامین مالی توسعه یافت. در کنار اقبال موجود در خصوص توسعه تامین مالی زنجیره تامین در کشورهای مختلف، در راستای اجرای برنامه کنترل نقدینگی و سیاست کنترل مقداری ترازنامه بانک‌ها در ایران، موضوع لزوم تغییر پارادایم فکری در خصوص نظام تامین مالی به ویژه در حوزه تامین مالی توسط بازار پول بیش از پیش نمایان شده است. با همین ملاحظه، سیاست‌گذار پولی در کنار برنامه‌ریزی خود جهت کنترل رشد نقدینگی، توسعه ابزارهای تامین مالی زنجیره تامین را با هدف افزایش کارایی تامین مالی از سال 1398 در پیش گرفته و با همین ملاحظات در جزء (12) بند (الف) ماده (4) قانون بانک مرکزی جمهوری اسلامی ایران،‌ «توسعه روش‌های تامین مالی بانکی زنجیره تولید» به عنوان یکی از وظایف بانک مرکزی تصریح شده است.با وجود تصریح قانونی و الزامات اقتصادی لزوم حضور بانک مرکزی در توسعه نظام تامین مالی زنجیره تامین، به دلیل نوپا بودن مفهوم تامین مالی زنجیره تولید رویکردهای سیاست‌گذاری بانک مرکزی در توسعه نظام تامین مالی زنجیره تامین، تامین زیرساخت تامین مالی زنجیره تامین و توسعه پلتفرم‌های تامین مالی زنجیره تامین و غیره به طور کامل تبیین نشده است. هدف مقاله حاضر، تحلیل رویکردهای سیاست‌گذاری بانک‌های مرکزی و نهادهای توسعه‌ای در خصوص توسعه تامین مالی زنجیره تامین به همراه ارائه تصویری از نظام تامین مالی زنجیره تامین در ایران می‌باشد. با عنایت به بررسی‌های صورت گرفته، راهکارهای سیاست‌گذاری به شرح زیر احصاء شده است:ضرورت تدوین سند بالادستی با عنوان سند توسعه نظام تامین مالی زنجیره تامین و تدقیق رویکرد سیاست‌گذاریانتخاب رویکرد تامین زیرساخت اطلاعاتی- نظارتی و حذف رویکرد تامین زیرساخت عملیاتیراه‌اندازی سامانه متمرکز تامین مالی زنجیره تولید در راستای رویکرد تامین زیرساخت اطلاعاتی- نظارتیتبیین موضع سیاست‌گذار پولی در خصوص نهادهای ارائه‌دهنده خدمات و پلتفرم تامین مالی زنجیره تامینمحول نمودن نقش طراحی ابزار و تامین زیرساخت عملیاتی به شبکه بانکی در افق زمانی میان‌مدت

supply chain finance is the use of financing methods to improve the management of working capital and supply chain processes with the aim of increasing the efficiency of financing tools, which was more developed after the financial crisis of 2008 because of more strictness of central banks. along with the existing attention regarding the development of supply chain finance in different countries, in line with the liquidity control program and the policy of controlling of the banks' balance sheets in iran, the subject of the necessity to change the theatricals paradigm regarding the finance system, especially in the field of the money market finance, it has become more regarded. with this consideration, the monetary policy maker, along with his planning to control liquidity’s growth, has undertaken the development of supply chain finance tools with the aim of increasing the efficiency of finance since 2018, and with these considerations in part (12a) article (4) of the law of the central bank of the islamic republic of iran, 'development of bank supply chain finance methods' is specified as one of the duties of the central bank.despite the legal requirement and economic requirements for the presence of the central bank in the development of the supply chain finance system, due to the new nature of the supply chain finance concept, the central bank of iran's policy approaches in the development of the supply chain finance system, provision of supply chain finance infrastructure and platform development supply chain finance etc. are not fully specified. the purpose of this article is to analyze the policy-making approaches of central banks and development institutions regarding the development of supply chain finance along with presenting a picture of the supply chain finance system in iran. according to the investigations, the policy solutions have been resulted as follows:- the necessity of compiling an act titled as a document for the development of the supply chain finance system and the clarification of the policy-making approach.- to choose the approach of providing the information-supervisory infrastructure and to eliminate the approach of providing the operational infrastructure.- to run a centralized system of supply chain finance in line with the approach of providing the information-supervisory infrastructure.- clarification of monetary policy maker's position regarding service- providers and supply chain finance platform- to assign the role of scf tool design and provision of operational infrastructure to the banking network in the medium-term time horizon.
