طراحی یک مدل فرآیندی جهت بهینه‌سازی ساختار بانک مرکزی ایران

بانک‌های مرکزی نقشی حیاتی را در اقتصاد هر کشور بر عهده دارند، به طوری که بدون در نظر گرفتن فرآیندها و کارکردهای بانک مرکزی و مدیریت صحیح آنها، نمی‌توان ارزشی را برای سیستم اقتصادی یک کشور و ذی‌نفعان آن فراهم نمود. کمبود یک نقشه راه جامع و مدل مشترک از بهترین روش‌های انجام کار سبب افزایش ابهام و تعارض در اهداف، کارکردها، نقش‌ها و فرآیندهای بانک‌های مرکزی و علی‌الخصوص بانک مرکزی ایران شده است. در این تحقیق سعی شده است تا ابتدا با طراحی یک مدل فرآیندی تا حد زیادی به رفع این کمبود کمک شود و در نهایت بر مبنای این مدل پیشنهاداتی جهت رفع نواقص ساختار سازمانی فعلی بانک مرکزی ایران ارائه گردد. مدل پیشنهادی علاوه بر ایجاد مبنایی برای طراحی ساختار سازمانی مطلوب بانک مرکزی، قابلیت به‌کارگیری در طراحی و معماری سیستم‌های اطلاعاتی، رفع ابهام و تعارض در نقش‌ها و کارکردها و ناسازگاری اهداف و ابزارها و کمک به افزایش رضایت ذی‌نفعان از خدمات بانک مرکزی را دارد.

designing a process model to optimize the organizational structure of central bank of iran

central banks play a vital role in the economy of any country, so that without considering the processes and functions of the central bank, it is not possible to provide value to the economic system of a country and its beneficiaries. the lack of a comprehensive road map and a common model of the best methods of doing work has caused an increase in ambiguity and conflict in the objectives, functions, roles and processes of central banks, especially the central bank of iran. in this research, an attempt has been made to firstly design a process model to help solve this deficiency to a great extent, and finally, based on this model, suggestions are made to solve the shortcomings of the current organizational structure of central bank of iran. in addition to creating a basis for the design of the desired organizational structure of the central bank, the proposed model has the ability to be used in the design and architecture of information systems, to resolve ambiguity and conflict in roles and functions, and the incompatibility of goals and tools, and to help increase the satisfaction of stakeholders with the services of the central bank.
