تحلیل جنگ ترکیبی از منظر اسناد راهبردی آمریکا: قابلیت‌ها و اولویت‌ها

جنگ ترکیبی به‌عنوان یکی از پرکاربرد‌ترین مفاهیم نظام بین‌الملل، از اهمیت بالایی در سیاست خارجی کشورها برخوردار بوده و امروزه اکثر کشورها به خصوص قدرت‌های بزرگ نظیر آمریکا، در پی استفاده حداکثری از این مفهوم در راستای تامین منافع خود می‌باشند. در همین راستا، نیاز است که درک کشورها (خصوصا قدرت‌ها) از این مفهوم به طور عمیق مورد بررسی قرارگیرد. به همین منظور، تبیین جنگ ترکیبی از منظر اسناد راهبردی آمریکا، به عنوان قدرت اول نظام بین‌الملل کنونی، دارای اهمیت ویژه‌ای برای ج.ا.ایران است. هدف اصلی تحقیق کشف و تبیین درک حاکمان آمریکا از مفهوم جنگ ترکیبی است. این تحقیق کاربردی و به روش اکتشافی-استقرایی انجام شده و حجم نمونه آن 30 نفر است. بر اساس یافته­های تحقیق، کشور آمریکا دارای بالاترین قابلیت‌های نظامی، اقتصادی، سیاسی، رسانه‌ای، امنیتی و سایبری می‌باشد که همین امر، قابلیت‌ها و ابتکار عمل واشنگتن در راستای دفع تهدیدات ترکیبی و اقدامات متقابل در این حوزه را به طرز چشمگیری افزایش داده ‌است. بر اساس نتایج تحقیق حاکمان آمریکا، جنگ ترکیبی را جنگی می‌دانند که در آن طیف وسیعی از اقدامات آشکار و پنهان نظامی، شبه نظامی و غیرنظامی در یک طراحی بسیار یکپارچه به کار گرفته می‌شود و کشور مهاجم سعی می‌کند با ترکیب عملیات جنبشی و تلاش خرابکارانه، بر سیاست گذاران تاثیرگذار و تصمیم گیرندگان کلیدی کشور هدف تاثیر بگذارد. آن‌ها یکی از مهم‌ترین ویژگی‌های این نوع جنگ را مخفیانه بودن آن می‌دانند به طوری که از هرگونه انتساب و مجازات کشور مهاجم پیشگیری شود.

analysis of hybrid warfare from the perspective of u.s. strategic documents: capabilities and priorities

hybrid warfare is one of the most widely used concepts in the international system and holds significant importance in the foreign policies of states. major powers seek to maximize its use to secure their national interests. therefore, a deep examination of states’ understanding of this concept is essential. in this context, analyzing hybrid warfare from the perspective of usa, as the leading power in the international system, is of particular importance for iran.the main objective of this study is to explain the perception of american policymakers regarding hybrid warfare. this applied research follows an exploratory-inductive method. according to the findings, the u.s. possesses the highest military, economic, political, media, security, and cyber capabilities, which significantly enhance washington’s ability to counter hybrid threats and take retaliatory actions. from the perspective of american policymakers, hybrid warfare involves a wide range of overt and covert military, paramilitary, and non-military actions integrated into a highly coordinated strategy. the aggressor state aims to influence key policymakers and decision-makers in the target country by combining kinetic operations with subversive efforts. according to washington’s perception, the most critical characteristic of hybrid warfare is its covert nature, making it difficult to attribute and punish the aggressor state.
