بررسی و تحلیل جایگاه ایالات ‌متحده آمریکا در قدرت نرم علم و فناوری

اگر قدرت نرم معادل جذابیت تلقی گردد، این جذابیت بسته به گفتمان‌های مختلف از منابع متنوعی ریشه می‌گیرد؛ یکی از منابع فوق ظرفیت علم و فناوری است. اهمیت این حوزه به‌اندازه‌ای است که برخی از کشورها از جمله ایالات ‌متحده سرمایه‌گذاری عظیمی را در آن صورت داده و سیاست‌های قدرت نرم خود را با تمرکز بر علم و فناوری عملیاتی می‌سازند. در همین خصوص پژوهش کنونی با روش توصیفی-تحلیلی و با استناد به منابع معتبر کتابخانه‌ای و تحقیقات میدانی در نظر دارد به این مسئله بپردازد که ایالات ‌متحده چگونه از ظرفیت علم و فناوری جهت اعمال قدرت نرم بهره‌برداری می‌کند و در قدرت نرم علم و فناوری جهان از چه جایگاهی برخوردار است؟ ازاین‌رو، در بخش نخست با استناد به منابع معتبر کتابخانه‌ای اقدامات ایالات ‌متحده در استفاده از ظرفیت علم و فناوری با رویکرد قدرت نرم مورد تحلیل قرار می‌گیرد؛ سپس با مراجعه به کتب، مقالات علمی، گزارش‌ها سازمان‌های بین‌المللی و... مهم‌ترین متغیرهای موثر بر قدرت نرم با ماهیت علم و فناوری در قالب 11 شاخص مفهومی و 46 متغیر عملیاتی گردآوری و تدوین ‌شده است. در بخش مطالعه میدانی و برای تعیین وزن شاخص‌ها و متغیرها، پرسشنامه‌ای به دو زبان فارسی و انگلیسی طراحی و در اختیار 550 نفر از کارشناسان قدرت نرم قرار گرفت. سپس با پیگیری‌های فراوان، نظرات 194 نفر از پژوهشگران 33 کشور جهان دریافت و مورد تحلیل قرار گرفت و مدل سنجش قدرت نرم علم و فناوری تدوین گشت. در نهایت بر اساس مدل مزبور، جایگاه قدرت نرم ایالات ‌متحده با محوریت علم و فناوری مشخص گردید.

survey and analysis the position of us in the soft power of science and technology

if soft power is defined as attractiveness; this charm comes from a variety of sources; one of the above sources is the capacity of science and technology; the importance of this area has led some countries, especially the united states, are implementing their soft power policies with a focus on science and technology. in this regard, the current research with a descriptive-analytical method and citing reliable library and field research sources intends to address the issue of how the united states uses the capacity of science and technology to exercise soft power? and secondly, what is the position of this country in the soft power of world science and technology? therefore, in the first part, citing library sources, the us actions in using the capacity of science and technology with a soft power approach are analyzed; then, by referring to books etc., the most important variables affecting soft power with the nature of science and technology have been collected and compiled in the form of 11 conceptual indicators and 46 operational variables. in the field study section, to determine the weight of indicators , a questionnaire was designed in both persian and english and provided to 550 soft power experts. then, with a lot of follow-up, the opinions of 194 researchers from 33 countries were received and analyzed, and model measuring the soft power of science and technology was developed.finally, based on this model, the position of the usa soft power was determined with the focus on science and technology.
