واکاوی جایگاه نوین چین در نظام بین ‌‌الملل و تاثیر آن بر هژمونی آمریکا

پس از دهه‌1980 میلادی، آمریکا با نوعی بحران قدرت و هژمونی مواجه گردیده است و این در حالی است که دهه 1990، آغاز توسعه اقتصادی و قدرت‌یابی چین و شروع فرآیند دستیابی این کشور به موقعیت و نفوذ سیاسی در نظام بین‌الملل است. بحران‌های اقتصادی در نظام سرمایه­داری، این فرصت را برای چین فراهم آورد تا بستر مناسبی برای سرمایه‌گذاری در کشورش ایجاد کند. از آنجا که توانایی ایجاد و حفظ رژیم‌ها و معاهدات بین‌المللی جزء جدانشدنی یک قدرت هژمون است، لیکن دولت ترامپ به دلیل منافع کوتاه‌مدت اقتصادی از بسیاری از معاهدات بین­‌المللی خارج شد. این در حالی است که چین به بزرگ‌ترین شریک تجاری برای بسیاری از کشورها تبدیل شده و الحاق این کشور به سازمان تجارت جهانی نیز باعث ارتقای جایگاه این کشور در اقتصاد جهانی شده است. در این راستا، مقاله­ حاضر در پی پاسخ به این پرسش اساسی است که جایگاه نوین چین در نظام بین‌الملل چه تاثیری بر هژمونی آمریکا دارد. پژوهش پیش‌رو در چارچوب نظریه‌ هژمونی رابرت گیلپین درصدد آزمون این فرضیه است که جایگاه نوین چین که ناشی از ارتقای سیاسی و اقتصادی این کشور است، جایگاه هژمونیک آمریکا را به چالش کشیده است و سیاست خارجی نوانزواگرایانه ترامپ نیز این فرآیند را تسریع نموده است. مقاله­ حاضر با استفاده از روش توصیفی-تحلیلی و استفاده از منابع کتابخانه‌ای و اینترنتی، ضمن بررسی عواملی که سبب افول قدرت هژمون می‌شود، به تحلیل جایگاه هر دو کشور پرداخته است.

after 1980s, the united states faced a crisis of power and hegemony.1990 marks the beginning of china’s economic development and rise to power, and the beginning of its process of gaining political position and influence in the international system. the economic crisis in the capitalist system provided an opportunity for china to create a favorable environment for investment in its country. since the ability to establish and maintain international regimes and treaties is an integral part of a hegemonic power, the trump administration withdrew from many international treaties for short-term economic gain. china, meanwhile, has become the largest trading partner for many countries, and its accession to the world trade organization has boosted its position in the global economy. in this regard, the present article seeks to answer the fundamental question of what effect does china’s new position in the international system have on american hegemony? ongoing research in the context of robert gilpin’s theory of hegemony seeks to test the hypothesis that china’s new position, which stems from its political and economic upheaval, has challenged us hegemonic position and that trump’s neo-conservative foreign policy is accelerating the process. has done. using descriptive-analytical method and using library and internet resources, the present article examines the factors that cause the decline of hegemonic power and analyzes the position of both countries.
