سیاست خارجی جدید آمریکا؛ افول از جایگاه ابرقدرت به جایگاه قدرت بزرگ جهانی

سیاست خارجی به‌ خصوص در حوزه اعمالی یکی از نشانه‌ها و نمودهای میزان قدرت و جایگاه هر بازیگری در ساختار نظام بین‌الملل است، زیرا عموماً بر اساس مقدورات، ظرفیت‌ها، محذورات و محدودیت‌های داخلی، منطقه‌ای و بین‌المللی اتخاذ می‌شود. این مقاله در پی پاسخ به این سوال است که سیاست خارجی جدید ایالات ‌متحده آمریکا با توجه الزامات و مولفه‌های سیاست خارجی یک ابرقدرت در ساختار نظام بین‌الملل، چه جایگاهی را برای این کشور در ساختار نظام بین‌الملل تعریف می‌کند. در این نوشتار تلاش شده تا به بررسی جایگاه ایالات متحده آمریکا به‌عنوان یک ابرقدرت در ساختار نظام بین‌الملل از طریق تحلیل کنش‌ها و واکنش‌ها، جهت‌گیری‌ها، سوگیری‌های سیاست خارجی جدید این کشور پرداخته شده و همچنین با استفاده از گزاره‌ها و مفاهیم برگرفته از نظریات موجود روابط بین‌الملل و سیاست خارجی که به تبیین جایگاه بازیگران در سلسله‌مراتب قدرت در ساختار نظام بین‌الملل می‌پردازند، الزامات و مولفه‌های یک ابرقدرت را استحصال و با مقایسه سیاست خارجی جدید ایالات متحده آمریکا به بررسی جایگاه جدید این کشور در ساختار نظام بین‌الملل پرداخته گردد. با نگاهی به سیاست خارجی ایالات متحده آمریکا چه در حوزه اهداف کوتاه‌مدت، میان‌مدت و بلندمدت و چه در حوزه اعمال و اقدام همچون اقدامات ضدنهادی، کاهش توان اجماع‌سازی بین‌المللی از طریق اقناع‌سازی، کاهش گزینه‌های پیش‌رو، افزایش انفعال در پرونده‌های مهم منطقه‌ای و بین‌المللی تاثیرگذار بر موازنه قوا شاهد تحولاتی هستیم که نشان از افول جایگاه این کشور در ساختار نظام بین‌الملل از یک ابرقدرت نظام‌ساز و هژمون به جایگاه یک قدرت بزرگ جهانی است.
