تحلیل چیستی، چرایی و چگونگی افول آمریکا از منظر تئوری چرخه‌های بلند

مسئله افول قدرت و جایگاه ایالات متحده آمریکا در نظام بین‌الملل و چرایی و چگونگی آن مدت‌هاست که در میان اساتید و تحلیل‌گران روابط بین‌الملل مورد بحث و بررسی قرار گرفته است. با این حال همچنان ابهامات و سو‌ءبرداشت‌هایی در این زمینه وجود دارد، تا جایی که برخی افول آمریکا را با «فروپاشی» یا «تجزیه» آن یکسان تلقی می‌کنند. چنین اشتباهی ناشی از عدم درک صحیح گذارهای قدرت در روابط بین‌الملل و استفاده نکردن از یک نظریه تبیین‌گرِ مناسب است. ازجمله نظریه‌هایی که می‌تواند در فهم افول آمریکا و گذار قدرت در نظام بین‌المللِ کنونی راهگشا باشد، نظریه «چرخه‌های بلند» جُرج مُدِلسکی است. مقاله حاضر با استفاده از روش تطبیق نظریه با مورد، نظریه چرخه‌های بلند را برای تحلیل مورد افول آمریکا برگزیده و مبتنی بر آن به این سوالِ سه‌وجهی پاسخ می‌گوید که افول آمریکا چیست، چرا و چگونه رخ می‌دهد. در مقام پاسخگویی، فرضیه مقاله بدین شرح است که از میان چهار مرحله که نظریه برای ظهور و افول قدرت‌های جهانی برمی‌شمرد، آمریکا در حال حاضر در مرحله سوم، تمرکززدایی ناشی از ظهور رقبای جدید، قرار دارد. با این حال نگارنده معتقد است به دلیل تحولات دهه‌های اخیر نظام بین‌الملل ممکن است در مرحله چهارم الزاماً شاهد بروز جنگ تمام‌عیار جهانی نباشیم و انتقال قدرت به هژمون جدید بدون وقوع جنگ جهانی سوم حاصل گردد.

the issue of the reasons for the decline of the united states’ power and position in the international system has long been debated among professors and analysts of international relations. however, there are still ambiguities and misconceptions in this regard, to the extent that some equate america’s decline with its collapse or disintegration. such a mistake stems from a lack of understanding of power transitions in international relations and the failure to use a proper explanatory theory. one of the theories that can help understand  to decline of the united states and the transition of power in the current international system is george modelsky’s theory of ’long cycles.’ using the case theory approach, the present paper chooses long-cycle theory to analyze the decline of the united states and, based on it, answers the three-dimensional question of what the decline of the united states is, why, and how it occurs. in response, the paper hypothesizes that of the four stages that the theory of the rise and fall of world powers enumerates, the united states is currently in the third stage of decentralization due to the emergence of new competitors. however, the author believes that due to the developments of the international system in recent decades, we may not necessarily see a full-scale world war in the fourth stage and the transfer of power to the new hegemon will be achieved without the outbreak of the third world war.
