معمای تداوم حضور نظامی آمریکا در عراق و پیامدهای آن برای منافع و امنیت پایدار جمهوری اسلامی ایران

پژوهش حاضر به دنبال تبیین دو موضوع کلیدی معمای تداوم حضور نظامی آمریکا در عراق و پیامدهای آن برای امنیت ملی ایران است. مداخله و حضور نظامی آمریکا در عراق، مخاطرات امنیتی متعددی را برای جمهوری اسلامی ایران به وجود آورده است. از این‌رو، فعال‌سازی و به‌کارگیری سازوکارهای مختلف سیاسی-امنیتی، حقوقی، رسانه‌ای و اقتصادی-اجتماعی برای تنزل نقش‌آفرینی آمریکا در عراق، امری ضروری و اجتناب‌ناپذیر است. بدین وسیله این پژوهش به‌دنبال پاسخ به سوال اصلی پیامدهای حضور آمریکا در عراق بر امنیت ملی ایران است. فرض محوری این پژوهش که بر پایه نظریه مجموعه امنیتی باری بوزان بنا شده، این است که تبدیل عراق به ابزاری برای کنترل و مقابله با رقبای منطقه‌ای و فرامنطقه‌ای آمریکا، دلیل اصلی تداوم حضور نظامی این کشور در خاک عراق است که با استفاده از روش مطالعه اسنادی به توصیف و تحلیل آن پرداخته می‌شود. یافته‌های پژوهش نشان می‌دهد که توافقات امنیتی میان آمریکا و عراق از یک سو و عدم مخالفت جدی دولت عراق از سوی دیگر، زمینه‌های تداوم حضور این کشور در کوتاه‌مدت و میان‌مدت را فراهم می‌کنند و تداوم حضور و سلطه نظامی-امنیتی آمریکا در عراق، معمای امنیتی پیچیده‌ای است که ثبات و امنیت پایدار عراق و همسایگان آن، به‌ویژه ایران را به طور جدی تحت شعاع قرار می‌دهد. مقابله با حضور و مداخله نظامی آمریکا از سوی جمهوری اسلامی ایران، نیازمند یک الگوی مواجهه چندوجهی است که در نهایت، زمینه وابستگی متقابل امنیتی بین ایران و عراق و تنزل نقش‌آفرینی آمریکا را فراهم می‌‌سازد.

the puzzle of the continuation of the us military presence in iraq and its consequences for the interests and stable security of the islamic republic of iran

this research aims to explain two key issues of the continuation of the us military presence in iraq as well as the mechanisms to deal with this presence. the main hypothesis of this research, which is based on the regional security complex theory of barry buzan, is that turning iraq into an apparatus for controlling and confronting the regional and trans-regional rivals of the us is the main reason for the continuation of its military presence in iraq. according to the findings of this research, the security agreements between the us and iraq, on the one hand, and lack of serious opposition by the iraqi government to the continued presence of american troops, on the other hand, pave grounds for the us continued presence in the short and medium term. based on this, the research seeks to explain the consequences of the us presence in iraq on iran’s national security and ways to tackle it. the us military intervention and presence in iraq has posed numerous security risks to the islamic republic of iran. therefore, launching and implementing various political-security, legal, media and socio-economic mechanisms to degrade the military-security role of the us in iraq is necessary and inevitable for iran. the methodology of this research is descriptive-analytical and based on the use of documentary sources. the conclusion of the research is that the continuation of the us military-security presence and dominance in iraq is a complex security puzzle that seriously undermines the stability and security of iraq and its neighbors, especially iran. to counter the military presence and intervention of the us iraq, the islamic republic of iran requires a multifaceted confrontation model that will eventually provide the context for security interdependence between iran and iraq and the decline of the
