راهبردهای پیشنهادی اندیشکده رند جهت مقابله با سیاست‌های منطقه‌ای جمهوری اسلامی ایران طی سال های 2021 تا 2023 (بر اساس نظریه تصمیم‌گیری عقلایی)

اندیشکده‌ها در قالب گزارش‌های سیاستی، مقالات علمی، کتاب‌ها و ارائه‌ مشاوره به سیاست‌گذاران حوزه سیاست خارجی آمریکا کمک می‌کنند. ایالات‌متحده آمریکا جمهوری اسلامی ایران را مانع منافع ملی خود در منطقه غرب آسیا می‌داند و اتاق های فکر آمریکا برای مهار نفوذ ایران، راهبردهای مختلفی را به سیاست خارجی ایالات‌متحده پیشنهاد می‌کنند. اندیشکده رند به دلیل تعامل با ساختارهای نظامی، امنیتی و جاسوسی ایالات‌متحده آمریکا، تمرکز بر روی مسئله ایران به‌عتوان طرح دشمن سازی و وجود لابی و تاثیرگذاری‌اش در پارلمان و نهادهای اجرایی آمریکا به‌عنوان یکی از معتبرترین نهادهای فکری آمریکا در زمینه مطالعه بر سیاست جمهوری اسلامی ایران شناخته می‌شود. مقاله بر گزارش‌های اندیشکده رند در سال‌های 2021 تا 2023 بر راهبردهای مختلف ایالات‌متحده در قبال نفوذ منطقه‌ای جمهوری اسلامی ایران متمرکز شده‌اند. تحلیل این گزارش‌ها با استفاده از نرم‌افزار maxqda2018 و بر اساس الگوی تحلیل کیفی کوربین و استراوس، کدگذاری‌های باز و محوری انجام گرفت. سوال اصلی تحقیق این است برای مقابله با نفوذ منطقه‌ای ایران در فاصله سال‌های 2021 تا 2023 چه راهبردهای توسط اندیشکده رند پیشنهاد شده است و این راهبردها بر اساس چارچوب تصمیم‌گیری عقلایی چگونه قابل تحلیل است؟ نتایج به‌دست‌آمده نشان می‌دهند که تحریم اقتصادی به‌عنوان یکی از موثرترین راهبردها با بیشترین فراوانی در گزارش‌ها ذکر شده است. در تحلیل چارچوب نظری، راهبردهای اندیشکده رند در قبال ایران با استفاده از اصول انتخاب عقلایی تحلیل شده است. هدف مرکزی این راهبردها، مهار و بازدارندگی نفوذ ایران در منطقه غرب آسیا است که در آن تحلیل هزینه‌ها و فواید سیاست‌ها به‌ویژه در مورد تحریم‌های اقتصادی و بازدارندگی نظامی، نقش محوری ایفا می‌کند.

rand think tank’s proposed strategies for the regional policies of the islamic republic of iran(based on the theory of rational decision-making for the period from 2021 to 2023)

think tanks assist u.s. foreign policy by producing policy reports, academic papers, books, and providing consultations to policymakers. the united states views the islamic republic of iran as an obstacle to its national interests in the west asia region. american think tanks propose various strategies to u.s. foreign policy to contain iran’s influence. the rand corporation, due to its interaction with the u.s. military, security, and intelligence structures, its focus on the issue of iran as part of enemy-building strategies, and its lobbying and influence in congress and u.s. executive bodies, is recognized as one of the most prestigious think tanks in studying the policies of the islamic republic of iran. the main research question is: what strategies did rand propose for confronting iran during the period from 2021 to 2023? this study, using the theoretical framework of rational decision-making and thematic analysis, has analyzed rand’s reports. the data were extracted and analyzed using maxqda software. six main themes were identified in this research, which include military deterrence, economic sanctions, strengthening regional alliances, supporting internal opposition, using proxy forces, and diplomatic engagement. the main findings show that rand recommends a combination of military, economic, and political strategies to counter iran’s influence. the results of this study indicate that rand’s proposed policies are formulated based on the rational decision-making model. these findings can lead to a more precise analysis of the future of u.s. policies toward the islamic republic of iran and aid in improving decision-making processes.
