ارزیابی مقاله «آینده امپراطوری امریکا» سوزان استرنج از دیدگاه حامیان مکتب افول

حامیان افول قدرت آمریکا سه مدعای اصلی در رابطه با افول این کشور مطرح کرده‌اند: الف؛ قدرت امریکا دچار افول شده است. ب؛ قدرت‌های بزرگ به ناگزیر افول می‌کنند، پ؛ یکی از عواقب متحمل افول امریکا، بی‌ثباتی سیاسی و بی‌نظمی اقتصادی در نظام بین‌الملل خواهد بود. سوزان استرنج در مقاله خود در سال 1988 با طرح گزاره‌های حامیان افول امریکا، مخالفت و استدلال‌های خود را در رد این نظریات مطرح کرده است. هدف مقاله حاضر ارزیابی استدلال‌های استرنج در وضعیت کنونی نظام بین‌الملل است و قصد دارد با مبنا قرار دادن مقاله وی، مدعای حامیان مکتب افول‌گرایی را مورد بررسی و ارزیابی قرار دهد. از این رو این پرسش مطرح می‌شود: آیا در مقطع کنونی دفاع از ابرقدرتی و هژمونی امریکا مبنای معقولی دارد یا حامیان مکتب افول‌گرایی می‌توانند مدعای خود را به استدلال‌های بیشتری به اثبات برسانند؟ پژوهش حاضر با بهره‌گیری از روش ردیابی فرایند، این فرضیه را مطرح ساخته است که اگرچه هژمونی امریکا بعد از فروپاشی بلوک شرق تثبیت شد، ولی به تدریج و با ظهور مدعیان، قدرت امریکا دچار افول شده است. یافته‌های پژوهش ضمن رد مدعای استرنج در ابعاد و حوزه‌های مختلف، نشان می‌دهد که اتحادیه اروپا در بعد فرهنگی، روسیه در بعد نظامی و چین در بعد اقتصادی مهمترین چالشگران هژمونی امریکا هستند و در آینده قدرت از غرب به شرق منتقل خواهد.

evaluation of the essay on the future of the american empire in the current period from the point of view of the supporters of the decline school

supporters of the decline of american power have raised three main arguments regarding the decline of this country: a; america’s power has declined, b; great powers inevitably decline, p; one of the consequences of america’s decline will be political instability and economic disorder in the international system. in her article in 1988, susan strange disagreed with the propositions of america’s decline supporters and presented her arguments to refute these theories. the purpose of this article is to evaluate strange’s arguments in the current state of the international system and it intends to examine and evaluate the claims of the supporters of the decline school based on her article. therefore, this question is raised: is there a reasonable basis for defending america’s superpower and hegemony at the current stage or can the supporters of the decline school prove their claim with more arguments? using the process tracing method, the current research has proposed the hypothesis that although american hegemony was established after the collapse of the eastern bloc, but gradually and with the emergence of claimants, american power has declined. the findings of the research, while rejecting strange’s claim in different dimensions and areas, show that the european union in the cultural dimension, russia in the military dimension and china in the economic dimension are the most important challengers of american hegemony and in the future power will be transferred from the west to the east.
