بررسی مقایسه‌ای سیاست خارجی ترامپ و بایدن با تاکید بر دو کشور ایران و چین (2024-2016)

سیاست خارجی آمریکا در دوران ترامپ به نوعی بر مبنای ظهور الگوی تقابلی و ناسازگاری با ساختار نظام بین‌الملل و در اولویت قرار دادن منافع ایالات متحده شکل گرفت. ترامپ با خارج کردن واشنگتن از سازمان‌ها و تعهدات بین المللی از جمله برجام و راه انداختن جنگ اقتصادی و افزایش تعرفه‌های تجاری علیه چین، سیاست‌های واشنگتن را در موضوعات مختلف نظام بین‌الملل با چالش اساسی روبه‌رو کرد که این امر باعث کاهش جایگاه و قدرت واشنگتن در صحنه سیاست بین‌الملل گشت. امّا با ورود بایدن به کاخ سفید، کنشگری ایالات متحده در عرصه روابط بین‌الملل بر اساس نوعی الگوی رفتاری تعاملی و همکاری‌جویانه با ساختار و سیستم جهانی تعریف ‌شد که در صدد بازگرداندن رهبری جهانی آمریکا، پیوستن مجدد به تعهدات بین‌المللی، همکاری نزدیک با متحدان و مقابله با تهدیدات جهانی بود. در این رابطه، بایدن با اولویت دادن به دیپلماسی در تصمیمات سیاست خارجی درصدد بازگشت به برجام و در عین حال اعمال تحریم‌ها علیه تهران بود. در دوره بایدن علی رغم تاکید دولت وی بر کاهش تنش تجاری با چین، رویکرد جنگ تجاری ترامپ علیه چین نیز تداوم یافته است. هدف پژوهش بررسی مقایسه ای سیاست خارجی ترامپ و بایدن با تاکید بر دو کشور ایران و چین است. سوال اصلی پژوهش این است که ترامپ و بایدن چه رویکردی را در سیاست خارجی آمریکا و مشخصاً در موضوعات ایران و چین در پیش گرفته‌اند؟ برای تحلیل داده‌های پژوهش از روش تحلیل مقایسه‌ ای از نوع کیفی استفاده شده و روش جمع آوری داده ‌ها و اطلاعات نیز کتابخانه‌ ای است.

with the inauguration of trump in america, washington’s foreign policy underwent a paradigm shift. the american foreign policy in the trump era was somehow formed on the basis of the emergence of a confrontational model and incompatibility with the structure of the international system and prioritizing the interests of the united states, which makes washington’s policies in various issues of the international system face a fundamental challenge. did however, with biden’s entry into the white house, the activism of the united states in the field of international relations is defined based on a kind of interactive and cooperative behavioral pattern with the global structure and system, which seeks to restore american global leadership, rejoin international commitments, working closely with allies and dealing with global threats. thus, the main research question is, what are the dimensions and components of the foreign policy of the biden government? the hypothesis of the research is that by adopting the &america first& policy and adopting a confrontational approach with the international structure and system, trump challenged the policies of the united states in the international arena, which reduced the power and influence of washington in the scene of international politics. meanwhile, biden’s foreign policy perceptions are based on cooperation-seeking with america’s allies, democratic coalition building against america’s rivals, revival of america’s rule-oriented leadership in the world arena, joining international institutions, atlanticism, priority.diplomacy has been formed with the participation of all partners and the importance of the satisfaction of the american people in foreign policy decisions.
