الگوی رفتاری ایالات‌متحده و روسیه در منطقه قفقاز (2024-2000)

منطقه قفقاز نسبت به چند سال گذشته کمتر مورد توجه دانشمندان و تصمیم ‌گیرندگان حوزه اوراسیا قرار گرفته است، زیرا مطالعات امنیتی این منطقه در حال حاضر تحت تاثیر درگیری مسلحانه در اوکراین و آشفتگی‌ های منطقه غرب آسیا می ‌باشد. با این‌ حال، منطقه قفقاز مخصوصاً قفقاز جنوبی به دلایل داخلی و خارجی، از شکنندگی ژئوپلیتیکی حادی رنج می ‌برد و از آنجایی که تشدید رقابت میان روسیه و ایالات‌متحده پس از جنگ سرد به بالاترین حد خود رسیده است، فرآیند درگیری و همکاری آن ‌ها در این بخش حساس اوراسیا مستحق توجه است. بنابراین نگارنده ضمن بررسی روابط دوجانبه مسکو و واشنگتن در قفقاز، سعی دارد وضعیت فعلی این منطقه و منطق همکاری و رقابت این دو کشور در چند سال گذشته را تببین و تشریح کنند. از این‌رو هدف اصلی این پژوهش پاسخگویی به این سوال است که ایالات‌متحده و روسیه چه سیاست ‌هایی را در قبال بحران ‌های این منطقه اتخاذ کرده‌ اند و دلایل و منطق این دو کشور از این سیاست ‌ها چه بوده است؟  فرضیه‌ ای که در پاسخ به این سوال اصلی مطرح می‌ شود این است که پندارهای مختلف از شیوه کسب منافع راهبردی، امنیتی و نظامی باعث سیاستگذاری رقابتی روسیه و آمریکا در بحران ‌های منطقه قفقاز شده است؛ همچنین این پژوهش بر منطق همکاری‌جویانه ایالات‌متحده و روسیه در رابطه با فرآیندهای حل و فصل مناقشات قومی و سیاسی در آبخازیا، اوستیای جنوبی و قره باغ کوهستانی که در راستای حفظ ساختار ادراکی نظام بین ‌الملل است، متمرکز می ‌باشد. برای بررسی این فرضیه ‌ها ضمن تکیه بر نظریه خطای اسنادی و رویکرد توصیفی- تحلیلی، روش مطالعه اسنادی مبتنی بر جمع آوری و تحلیل داده‌ های کتابخانه‌ ای، سایت ‌ها، مقاله ‌ها و منابع اینترنتی می‌ باشد.

the caucasus region has received less attention from scientists and decision-makers in the eurasian region than in the past few years because the security studies of this region are currently affected by the armed conflict in ukraine and the turmoil in the middle east. however, the caucasus region, especially the south caucasus, suffers from acute geopolitical fragility due to internal and external reasons, and since the intensification of the rivalry between the tsars (russia) and the yankees (the united states) after the cold war reached its highest level. has arrived, the process of their conflict and cooperation in this sensitive part of eurasia deserves attention. therefore, while examining the bilateral relations between moscow and washington in the caucasus, the authors try to explain and explain the current situation of this region and the logic of cooperation and competition between the past few years. therefore, the main goal of this research is to answer the question that what policies did the tsars and the yankees adopt regarding the crises in this region and what were the reasons and logic of these two countries’ policies? the hypothesis that is raised in response to this main question is that different ideas of how to gain strategic, security and m also, this research focuses on the logic of cooperation between the united states and russia in relation to the processes of resolving ethnic and political conflicts in abkhazia, south ossetia, and nagorno-karabakh, which is aimed at maintaining the perceptual structure of the international system.
