طراحی مدل خط مشی‌گذاری سازمانی در سازمان امور مالیاتی با رویکرد هوشمندسازی به روش تحلیل مضمون

هدف از این پژوهش طراحی مدل خط‌مشی‌گذاری سازمانی در سازمان امور مالیاتی با رویکرد هوشمندسازی است. روش پژوهش به لحاظ ماهیت داده از نوع کیفی و روش تحقیق از نوع تحلیل مضمون بود. مشارکت‌کنندگان پژوهش را مدیران (دارای حداقل 15 سال سابقه خدمت و حداقل مدرک کارشناسی ارشد) و اساتید حوزه مدیریت (دارای حداقل 10 سال سابقه خدمت و حداقل مدرک دکتری) تشکیل می‌داد که حجم نمونه پس از اشباع نظری به تعداد 16 نفر و به‌صورت هدفمند انتخاب گردید. گردآوری داده‌ها از طریق مصاحبه نیمه‌ساختارمند و تجزیه ‌و تحلیل اطلاعات با استفاده از فن مضمون انجام شد. بر اساس تحلیل مصاحبه‌های صورت گرفته، 317 کد در مرحله کدگذاری باز به دست آمد که پس از حذف کدهای مشابه به 239 کد پایه کاهش یافت که در نهایت این کدها در 21 مضمون فرعی و 7 مضمون اصلی دسته‌بندی شدند. نتایج نشان داد؛ امنیت و حاکمیت داده، برنامه ریزی راهبردی، تصمیم گیری مبتی بر داده، خط مشی سازمانی با رویکرد سازمانی، سرمایه انسانی و توانمندسازی دیجیتال، سیاست گذاری و حکمرانی هوشمند، و شفافیت و اعتماد عمومی به عنوان شاخص‌های خط‌مشی‌گذاری سازمانی با رویکرد هوشمندسازی در سازمان امور مالیاتی می‌باشد.

designing an organizational policy model in the tax affairs organization with an intelligentization approach using thematic analysis method

the aim of this study is to design an organizational policy model in the tax affairs organization with an intelligentization approach. the research method was qualitative in terms of the nature of the data and the research method was thematic analysis. the research participants consisted of managers (with at least 15 years of service experience and at least a master's degree) and professors in the field of management (with at least 10 years of service experience and at least a doctoral degree). the sample size was 16 people and was selected purposefully after theoretical saturation. data collection was carried out through semi-structured interviews and information analysis using thematic technique. based on the analysis of the interviews, 317 codes were obtained in the open coding stage, which were reduced to 239 basic codes after removing similar codes, which were finally categorized into 21 sub-themes and 7 main themes. the results showed; data security and governance, strategic planning, data-based decision-making, organizational policy with an organizational approach, human capital and digital empowerment, smart policymaking and governance, and transparency and public trust are the indicators of organizational policymaking with an intelligentization approach in the tax affairs organization.
