توسعه روابط بین‌الملل با تاکید بر کارکردهای فضای مجازی و جامعه شبکه‌ای

موضوع و هدف: فضای مجازی به عنوان یک عامل تحول‌ساز در روابط بین‌الملل، در دهه‌های اخیر نقشی کلیدی در توسعه تعاملات و همکاری‌های جهانی ایفا کرده است. این تحقیق با هدف بررسی کارکردهای فضای مجازی در توسعه پایدار روابط بین‌الملل و با توجه به مقتضیات جامعه شبکه‌ای، صورت گرفته است. روش: پژوهش حاضر از حیث روش، کیفی و از نظر هدف کاربردی است، که در یک فرایند پیمایشی استقرایی انجام شده و قلمرو موضوعی آن در حوزه کارکردها فضای مجازی در روابط بین‌الملل بود. روش پژوهش، با بهره‌گیری از روش داده‌بنیاد انجام شده است. جامعه آماری پژوهش، متخصصین و صاحب‌نظران مرتبط با حوزه روابط بین‌الملل در شهر تهران بودند که جهت انتخاب نمونه‌ها با توجه به ماهیت روش داده بنیاد و پراکنده و ناشناس بودن جامعه آماری، از نمونه‌گیری هدفمند گلوله برفی با معیار اشباع نظری استفاده شد، که اشباع پس 23 مصاحبه حاصل گردید. داده‌ها از طریق مصاحبه‌های عمیق گردآوری شده و سپس از طریق کدگذاری تحلیل شده‌اند. نتایج: نتایج نشان می‌دهد؛ فضای مجازی می‌تواند در تقویت دیپلماسی دیجیتال، کاهش انتشار اخبار جعلی، تسهیل حل بحران‌ها، توسعه همکاری‌های چندجانبه و افزایش شفافیت روابط بین‌الملل نقش داشته باشد. از سوی دیگر، عواملی همچون تفاوت‌های فرهنگی، تهدیدات سایبری و محدودیت‌های دسترسی به فناوری می‌توانند به عنوان موانع مداخله‌گر در استفاده بهینه از فضای مجازی عمل کنند.

analyzing the functions of cyberspace in developing sustainable international relations

background and objective: in recent decades, cyberspace has emerged as a transformative agent in the realm of international relations, playing a crucial role in shaping and expanding global interactions and cooperation. the rapid evolution of digital technologies and the increasing interconnectedness of societies have positioned cyberspace as a key component in redefining diplomatic, political, economic, and social dynamics across national boundaries. this research aims to examine the functional contributions of cyberspace to the sustainable development of international relations, particularly in light of the evolving characteristics and requirements of the networked society.methodology: this study adopts a qualitative research design and is categorized as applied in terms of its purpose. it has been carried out through an inductive survey-based approach, with the thematic domain centered on the various functions and roles of cyberspace within the sphere of international relations. the methodology employed is grounded theory, which is particularly suitable for exploring complex and emerging phenomena. the statistical population comprises specialists and scholars with expertise in international relations, specifically those based in tehran. due to the inherent nature of grounded theory and the dispersed and largely anonymous nature of the target population, purposive snowball sampling was employed. the sampling process continued until theoretical saturation was achieved, which occurred after conducting 23 in-depth interviews. the data were gathered using comprehensive, semi-structured interviews and then analyzed through systematic coding procedures.findings: the research findings demonstrate that cyberspace holds significant potential in strengthening digital diplomacy, curbing the dissemination of false or misleading information, facilitating the peaceful resolution of international crises, enhancing multilateral cooperation, and promoting greater transparency in global relations. nevertheless, specific challenges—such as cultural differences, cyber threats, and unequal access to digital technologies—may act as intervening variables that hinder the optimal and equitable utilization of cyberspace in the international arena.
