تعیین راهبردهای اولویت بندی شده در راستای طراحی شهرهای هوشمند

در سال‌های اخیر، افزایش جمعیت و تمایل بیشتر افراد به زندگی در شهرها باعث گسترش سریع جمعیت شهری شده است. این موضوع باعث ایجاد چالش‌های زیادی شده است که علاوه بر سیاست‌های شهرسازی، به جوانب مختلفی از زندگی شهروندان اثر می‌گذارد، از جمله مسائل فرهنگی، اقتصادی، زیست محیطی و اجتماعی. بنابراین، توسعه شهری، ایجاد شهرهای هوشمند و تعیین الگوهای مناسب برای رشد و توسعه شهرها به ویژه اهمیت بیشتری پیدا کرده است و نیازمند بهره‌گیری از راهبردهای نوین جهت طراحی و پیاده‌سازی شهرهای هوشمند، با رشد هوشمند خواهیم بود. از این رو، اینترنت اشیاء نیز به عنوان یکی از مهمترین ابزارها و فناوری‌های مورد استفاده در این راستا مطرح می‌شود. این پژوهش با استفاده از روش swot و از نوع تحلیلی-توصیفی است که با هدف شناسایی نقاط قوت، ضعف، فرصت‌ها و تهدیدها در زمینه‌های مختلف تحقق شهرهای هوشمند صورت گرفته است. پس از تحلیل این عوامل، راهبردهای مناسبی برای مدیریت شهری هوشمند و بهبود عملکرد شهرها پیشنهاد شده است. این راهبردها بر اساس عوامل محیطی و اهداف کلان (شامل 5 بخش تسهیل مدیریت بحران، کاهش آسیب‌پذیری، ارتقا پایداری ملی، تداوم فعالیت‌های ضروری، افزایش بازدارندگی که محورهای پدافند غیرعامل محسوب می‌شوند) تدوین شده‌اند. این تحلیل پنج‌گانه، استخراج راهبرد و اولویت‌بندی آن‌ها، جنبه‌های نوآوری در این مقاله هستند. در پایان، با توجه به نظرات مصاحبه‌شوندگان، به هر راهبرد امتیازی از 1 تا 5 اختصاص داده خواهد شد و راهبردهای قوی، متوسط و ضعیف با استفاده از این پرسش‌نامه، معرفی و اولویت‌بندی خواهند شد.

determining prioritized strategies for designing smart cities

in recent years, the increase in population and the growing preference for urban living have led to rapid urban population growth. this phenomenon has created numerous challenges that affect various aspects of citizens lives, including cultural, economic, environmental, and social issues, in addition to urban planning policies. consequently, urban development, the creation of smart cities, and the establishment of appropriate patterns for the growth and development of cities have gained even greater importance. therefore, the utilization of innovative strategies for designing and implementing smart cities will be essential for smart growth. accordingly, the internet of things (iot) is also highlighted as one of the most important tools and technologies used in this regard. this research employs the swot analysis method and is descriptive-analytical, aimed at identifying strengths, weaknesses, opportunities, and threats in various areas related to the realization of smart cities. following the analysis of these factors, suitable strategies for smart city management and the improvement of urban performance have been proposed. these strategies are formulated based on environmental factors and overarching goals (including facilitating crisis management, reducing vulnerability, enhancing national sustainability, ensuring the continuity of essential activities, and increasing deterrence, which constitutes the focal points of non-military defense). this five-level analysis, strategy extraction, and prioritization thereof represent innovative aspects of this article. finally, based on the opinions of the interviewees, each strategy will be assigned a score from 1 to 5, and strong, moderate, and weak strategies will be introduced and prioritized using this questionnaire.
