سرمایه‌گذاری بخش خصوصی در اراضی پارک‌های علم و فناوری، فرصت‌ها و چالش‌ها

تحولات دو دهه اخیر در کشور در تقویت ساختارسازی و توجه به مقوله فعالیت‌های دانش‌بنیان باعث پیدایش روندی شده است که علاوه بر ایجاد بستری پویا برای اشتغال پایدار دانش‌آموختگان دانشگاهی، راهی برای رفع نیازهای کشور در توسعه اقتصادی و پاسخگویی به کمبودهای صنایع از یکسو و تزریق فناوری‌های پیشرفته از سوی دیگر فراهم شده است. کاهش وابستگی به درآمدهای نفتی و خام‌فروشی و حرکت به سمت سرمایه‌گذاری در فناوری‌های‌ پیشران و با ارزش افزوده بالا تغییر رویکردی است که با توسعه فناوری‌ به ویژه در شرکت‌های مستقر در پارک‌های علم و فناوری کاملا مشهود است. به این ترتیب می‌توان نتیجه گرفت که یکی از مهمترین راه‌های کاهش مهاجرت نخبگان و دانش‌آموختگان دانشگاهی و تقویت روند مهاجرت معکوس نخبگان ایرانی غیر مقیم و رشد بنگاه‌های کوچک و متوسط اقتصادی (sme)، تقویت جایگاه پار‌ک‌های علم و فناوری در کشور است که با ایجاد زیرساختی اصولی در دو دهه اخیر اثبات کرده‌اند راه‎ حلی موثری برای تثبیت جایگاه ایران در بین کشورهای منطقه و حتی در سطح بین‌المللی است.در جهان امروز محور اصلی توسعه اقتصادی، تمرکز بر توسعه فناوری‌های پیشرفته است و شرکت‌های فناور باید سطح فناوری صنایع خود را متناسب با پیشرفت‌های روز دنیا قرار دهند. حال سوال مهم این است که برای رسیدن به این هدف و با وجود ساختاری بنام پارک‌های علم و فناوری چگونه می‌شود متناسب با منابع در اختیار در کوتاهترین زمان ممکن و با حداقل هزینه و بار مالی برای دولت، به این مهم دست یافت. در این مقاله سعی خواهیم کرد تا ضمن تحلیل تجارب دو دهه گذشته در شهرک علمی و تحقیقاتی اصفهان، فرصت‌ها و چالش‌های پیش رو در حوزه سرمایه‌گذاری بخش خصوصی در اراضی پارک‌های علم و فناوری را بررسی کنیم تا تصمیم‌گیران و سازمان‌های نظارتی با توجه به این تجارب، همراهی و همکاری بیشتری برای تحقق برنامه‌های توسعه‌ای اقتصاد دانش‌بنیان کشور داشته باشند.

the recent developments in the country over the past two decades, focusing on strengthening infrastructure and promoting knowledge-based activities, have led to the emergence of a trend. this trend not only creates a dynamic environment for sustainable employment of university graduates but also provides a pathway to address the country's economic development needs and industry issues, and introduces advanced technologies from technology-driven industries. the shift towards reducing dependence on oil revenues and raw material exports and moving towards investment in high-value-added technologies is evident, particularly in companies located in science and technology parks. consequently, one can conclude that one of the most important ways to reduce the emigration of iranian elites and university graduates and promote a reverse brain drain, as well as foster the growth of small and medium-sized enterprises (smes), is to strengthen the position of science and technology parks in the country. these parks have proven to be an effective solution for consolidating iran's position among regional and even international countries by establishing fundamental infrastructure in the past two decades.in today's world, the main axis of economic development revolves around advanced technology. technology companies must align the level of their industry technology with global advancements. now, the essential question is how to achieve this goal efficiently with minimal financial burden on the government, taking into account the existing structure of science and technology parks and available resources. in this article, we will attempt to analyze the experiences of the past two decades in isfahan science and technology town (istt), and examining the opportunities and challenges ahead in terms of private sector investment in science and technology park lands. this analysis aims to provide policymakers and regulatory organizations with insights and encourage greater collaboration to realize the country's knowledge-based economic development plans.
