تحریم صنعت کشتیرانی ایران؛ روندپژوهی، ابعاد و اهداف

صنعت کشتیرانی، با سهم 88 درصدی از کل حمل‌و‌نقل تجاری، یکی از اصلی‌ترین پیشران‌های تجارت خارجی و توسعه اقتصادی محسوب می‌شود که با تحریم‌های شدیدی مواجه شده است. کشتیرانی به دلایلی از قبیل سهم بالا از کل حمل‌و‌نقل تجاری کشور، جایگاه آن در صادرات نفت و کالاهای غیرنفتی و همچنین واردات کالاهای اساسی، از اهمیت بسیاری در سیاست‌های راهبردی برخوردار می‌باشد. بنابراین وابستگی بخش قابل توجهی از تجارت ایران به کشتیرانی، مکانیسم‌های پیچیده اعمال تحریم‌ها در کنار توسعه و تثبیت رژیم نظارت و بازرسی بر اجرای آنها، باعث شده تا اثرگذاری تحریم‌های کشتیرانی ایران در تنزیل شاخصه‌های تجاری و اقتصادی افزایش یابد. بر همین اساس در وهله اول سوال مهمی که  مطرح می‌شود، «چیستی و مکانیسم اعمال تحریم‌های کشتیرانی علیه جمهوری اسلامی ایران و پیامدهای راهبردی این تحریم‌ها است؟ و در وهله دوم نیز مسئله راهبرد و راهکارهای مواجهه با این پبامدهاست؟ در پاسخ به این پرسش ها، با استفاده از روش کیفی ترکیبی متشکل از مطالعه اسنادی و مصاحبه اکتشافی، در وهله اول به مکانیسم و رژیم اعمال تحریم‌های کشتیرانی پرداخته شده، و سپس اثرات تحریم‌ها شامل «تشدید فشارها فعالان حوزه کشتیرانی»، «هزینه‌های کشتیرانی»، «وابستگی به بنادر ثانویه»، «پیچیده‌تر شدن فرایند مقابله با تحریم‌ها»، «افزایش فاصله رسیدن بار کشتی‌ها به مقصد»، «ریزش نیروی کار در حوزه کشتیرانی» و «افزایش ریسک تجارت دریایی» تشخیص داده شد.

iran’s shipping industry, with a share of 88% of total commercial transport, is one of the main drivers of foreign trade and economic development, which has faced severe sanctions.shipping is of great importance in strategic policies for reasons such as the high share of the country’s total commercial transport, its position in the export of oil and non-oil goods, as well as the import of basic goods.thus, the dependence of a significant part of iran’s trade on shipping, the complex mechanisms of sanctions, along with the development and establishment of a regime to monitor and inspect their implementation, has increased the effectiveness of iran’s shipping sanctions in reducing trade and economic indicators.accordingly, the important question that arises is,what is the mechanism of imposing shipping sanctions against the islamic republic of iran and the strategic consequences of these sanctions? in response to this question, using a descriptive-analytical method, first of all, the mechanism and regime of imposing shipping sanctions are discussed, and then the effects of sanctions include increasing pressure on managers, captains and crew active in the field of shipping , increasing shipping costs , linking iran’s shipping industry to non-proliferation of nuclear weapons , dependency on secondary ports , complicating the process of countering sanctions by iran , increasing the distance of ships to their destination , declining labor force in shipping and increased risk of maritime trade with iran .
