بررسی تاثیر بهبود شاخص ‌های محیط کسب و کار بر تاسیس بنگاه های کوچک و متوسط کشور در راستای تحقق پشتیبانی ‌ها و مانع زدایی ‌ها

امروزه اهمیت کسب و کارهای کوچک و متوسط تولیدی بیش از پیش برجسته شده است، چرا که این کسب و کارها سهم بسزایی در تولید ناخالص کشورها ایفا نموده و به نحوی موتور محرکه اقتصاد محسوب می شوند. بررسی های صورت گرفته نشان می دهد که یکی از عمده ترین عواملی که می تواند در راه اندازی و تداوم عملکرد مطلوب کسب و کارهای کوچک و متوسط نقش ویژه‌ای ایفا کند، توسعه و بهبود محیط کسب و کار است. از این رو هدف این پژوهش شناسایی تاثیر بهبود شاخص های محیط کسب و کار بر راه اندازی کسب و کارهای کوچک و متوسط می باشد. با توجه به این موضوع، در این ﭘﮋوﻫﺶ در بخش کیفی از ابزار مصاحبه و در بخش کمی از ابزار پرسشنامه برای گردآوری داده ها بهره برده شده است و جهت تجزیه و تحلیل داده ها در بخش کیفی از کدگذاری و در بخش کمی از روش مدل سازی معادلات ساختاری با رویکرد حداقل مربعات جزئی به کمک نرم افزار smart pls استفاده گردید. نتایج پژوهش نشان داد که شروع کسب و کار، اخذ مجوزهای کسب و کار، دسترسی به برق، اخذ اعتبار، حمایت از سرمایه گذاران خرد، پرداخت مالیات، تجارت فرامرزی، اجرای قراردادها، امنیت سرمایه گذاری، سطح فساد، دسترسی به اطلاعات، رقابت پذیری، تحریم، تعاملات بین المللی، سرمایه خارجی، تورم، مداخلات دولت، هماهنگی بین سازمان ها و خروج نخبگان تاثیر معناداری بر راه اندازی کسب و کارهای کوچک و متوسط داشته اند. این تحلیل نتوانست تاثیر بین شاخص های ثبت مالکیت، ورشکستگی و فضای مجازی بر راه اندازی بنگاه های کوچک و متوسط را تایید نماید.

the impact of improving business environment indicators on the development of small and medium enterprises

in current economic environment small and medium-sized manufacturing businesses - due to the significant role these businesses play as the driving force behind gdp - have assumed greater importance. current studies indicate that improving business environment is a crucial factor behind incentivizing the establishment and development of new businesses, as well as, facilitating the optimal performance of such businesses. this paper seeks to identify the effects of improving business environment indicators on starting small and medium-sized businesses in order to provide solutions for eliminating barriers to production. by utilizing survey methods and a questionnaire, the paper seeks to evaluate the extent and manner of the impact of identified factors on the establishment of small and medium businesses. the subjects and the statistical population of this study in qualitative sections includes academics in the fields of management, economics, and business, as well as industry experts, including senior managers of small and medium businesses. for analyzing the data gathered, the paper relies on coding methods for the qualitative component of the study, and structural equation modeling method with a partial least squares approach (with the help of smart pls software) for the quantitative component of this study.the results of the study showed that starting a business, obtaining business licenses, access to electricity, obtaining credit, supporting small investors, paying taxes, cross-border trade, enforcing contracts, investment security, corruption levels, access to information, competitiveness, sanctions, international interactions, foreign capital, inflation, government interventions, coordination between organizations, and elite exit had a significant impact on starting small and medium-sized businesses. this analysis could not confirm the effect between property registration, bankruptcy, and cyberspace indicators on starting small and medium-sized enterprises.
