بررسی عدم اثربخشی سیاست‌های اقتصادی بر کارآفرینی در اقتصاد جمهوری اسلامی ایران

عدم‌قطعیت سیاست‌های اقتصادی آثار جبران‌ناپذیری را بر پدیده‌های اقتصادی تحمیل می‌کند؛ بنابراین، جلوگیری از تبعات عدم‌قطعیت سیاست‌های اقتصادی امری ضروری است. یکی از این پدیده‌ها کارآفرینی است. ازاین‌رو، بررسی تاثیر عدم‌قطعیت سیاست‌های اقتصادی بر کارآفرینی نیازمند مدل‌سازی دقیق است. در این مقاله با استفاده از مدل رگرسیون فازی با ضرایب متقارن در محیط برنامه گمز به بررسی عدم اثر بخشی سیاست‌های اقتصادی بر کارآفرینی در ایران برای دوره زمانی 1400- 1387 پرداخته شده است. نتایج نشان می‌دهد که با کاهش عدم‌قطعیت در سیاست‌های پولی، ارزی، درآمدی و مالی به ترتیب بیشترین تاثیر را بر میزان کارآفرینی دارند؛ به‌گونه‌ای که با افزایش و کاهش عدم‌قطعیت (به ترتیب درجه عضویت 0.1 و 0.9) سیاست‌های مذکور، میزان شاخص کارآفرینی برابر با 8.985 و 80.623 است که نشان‌دهنده آن است با کاهش عدم‌قطعیت در سیاست‌های اقتصادی، کارآفرینی به‌شدت افزایش می‌یابد. از سوی دیگر، نتایج برآورد پهنای راست و چپ نشان می‌دهد که کارآفرینی در اقتصاد کشور به‌صورت بالقوه است و با اتخاذ سیاست‌های پولی و ارزی مناسب، شاخص کارآفرینی به‌شدت افزایش خواهد یافت و در موقعیت پهنای راست قرار خواهد گرفت. نتایج این مطالعه به لحاظ اولویت‌بندی تاثیر سیاست‌های اقتصادی در افزایش کارآفرینی نیز اهمیت فراوانی دارد از جمله سیاست‌های پولی که نسبت به سایر سیاست‌های اقتصادی در تحقق اهداف برنامه‌ریزان اقتصادی جهت کاهش بیکاری موثر است.

investigating the ineffectiveness of economic policies on entrepreneurship in the economy of the islamic republic of iran

economic policy uncertainty imposes irreversible effects on economic phenomena, so it is necessary to avoid its consequences. one of these phenomena is entrepreneurship. therefore, examining the impact of economic policy uncertainty on entrepreneurship requires careful modeling. this paper uses a fuzzy regression model with symmetric coefficients in the gams program environment to investigate the effect of the uncertainty of fiscal, monetary, income, and exchange rate policies on entrepreneurship in iran for the 2008-2021 period. the results show that reducing uncertainty in monetary, exchange rate, income, and fiscal policies have the greatest impact on the rate of entrepreneurship, respectively, so that by increasing and decreasing uncertainty of these policies (membership degrees of 0.1 and 0.9, respectively), the entrepreneurship index is equal to 8.985 and 80.623, reflecting that entrepreneurship increases sharply with increasing uncertainty in economic policies. on the other hand, the results of estimating the right and left widths show that entrepreneurship has potential in iran’s economy, and by adopting appropriate monetary and exchange rate policies, the entrepreneurship index will rise sharply and will be in the right-width position. the results of this study are also significant in prioritizing the impact of economic policies on increasing entrepreneurship, including monetary policies that are more effective than other economic policies in achieving the goals of economic planners to reduce unemployment.
