ارزیابی سیستم نوآوری منطقه‌ای استان کردستان بر اساس تحلیل کارکردی و ساختاری

پژوهش حاضر در راستای کمک به تدوین سیاست های توسعه استان کردستان به دنبال تحلیل سیستم نوآوری منطقه ای این استان است. در واقع این پژوهش با هدف تحلیل سیستم نوآوری منطقه‌ای در استان کردستان با رویکرد ساختاری-کارکردی سعی دارد که مشکلات و نقاط ضعف این سیستم را شناسایی کرده و توصیه‌های سیاستی در راستای بهبود آن ارائه دهد. رویکرد پژوهش حاضر کیفی است و به منظور جمع‌آوری داده‌ها از تحلیل محتوای اسناد و مصاحبه‌های خبرگان منطقه‌ای استفاده شده است. داده‌ها از طریق مطالعه مقالات، گزارش‌ها، اسناد و مصاحبه‌های با متخصصان و افراد مطلع نسبت به سیستم نوآوری استان کردستان به صورت تحلیلی-توصیفی جمع‌آوری شده‌اند. یافته‌های پژوهش برخی از ضعف‌های سیستم نوآوری استان کردستان را نشان می‌دهد که از جمله می‌توان به مشکلات ساختاری نظیر همکاری و تعامل ضعیف بازیگران، کمبود منابع مالی برای فعالیت‌های تجاری‌سازی و نوآورانه، ضعف دسترسی به نیروی انسانی توانمند، ضعف تناسب بین بخش کشاورزی و منابع آبی، بازار محدود برای محصولات نوآورانه، ضعف تناسب دوره‌های آموزشی با مزیت‌ها و اولویت‌های استان، بهره‌وری پایین نیروی انسانی و مقیاس خرد بنگاه‌ها و واحدهای کشاورزی اشاره کرد. در این میان تمرکز بر تقویت تعاملات بین بازیگران، ایجاد خوشه‌های صنعتی نظیر تولید قطعات خودرو، ادوات کشاورزی و ایجاد صنایع پایین‌دستی ذوب‌آهن، همراستا کردن فعالیت‌های پژوهشی و مطالعاتی با پتانسیل‌های مرتبط به هم‌مرزی استان با کشور عراق، تاسیس اتاق‌های فکر و اقدام در زمینه محصولات دارای مزیت رقابتی مانند توت‌فرنگی و برگزاری آموزش‌های فناورانه می‌تواند به بهبود و ارتقا سیستم نوآوری منطقه ای استان کردستان کمک کند.

evaluation of regional innovation system of kurdistan province: a functional and structural analysis

this research aims to analyze the regional innovation system in kurdistan with a structural-functional approach and tries to identify the weaknesses of this system and provide policy recommendations to improve it. the approach of the research is qualitative and in order to collect analysis of interviews of regional experts have been used. the data has been collected in an analytical-descriptive manner through the study of articles, reports, documents, and interviews with experts regarding the innovation system of kurdistan. the findings of the research show some of the weaknesses of the innovation system of kurdistan, which can be attributed to structural problems such as weak cooperation and interaction of actors, lack of financial resources for commercialization and innovative activities, lack of access to capable human resources, lack of compatibility between the agricultural sector and water resources. the limited market for innovative products, the lack of suitability of training courses with the advantages and priorities of the province, the low productivity of human resources, and the small scale of enterprises and agricultural units. focusing on strengthening interactions between actors, creating industrial clusters such as the production of auto parts, and agricultural tools and creating downstream iron industries, aligning research and study activities with the potentials related to the province’s border with iraq, establishing think tanks and action in the field of products having a competitive advantage such as strawberries and holding technological training can help to improve and promote the regional innovation system of kurdistan.
