الگوی توسعه شرکت‌ های دانش ‌بنیان با رویکرد تخصصی ‌سازی هوشمند

هدف سیاستگذار در سطح کلان، ارتقا فعالیت ‌های دانش ‌بنیان در مناطق مختلف کشور و توسعه متوازن استان‌ها است. تفاوت در نهادهای دانشی، خوشه‌های صنعتی و سطح فعالیت پارک‌ها و نهادهای نوآوری در استان‌های مختلف منجر به تفاوت در سطح فعالیت شرکت‌های دانش‌بنیان شده است. مطالعه حاضر با هدف حمایت از شرکت‌های دانش‌بنیان و توسعه فعالیت آنها بر مفهوم تخصصی‌سازی هوشمند تمرکز کرده است. مبتنی بر این رویکرد فعالیت‌های نوآورانه در استان‌ها باید متمرکز بر مزایای رقابتی، ظرفیت‌های بالقوه و زنجیره ارزش در منطقه باشد. از این‌رو این پژوهش بر حمایت از شرکت‌های دانش‌بنیان متناسب با شرایط منطقه و با هدف جهت‌دهی به فعالیت در حوزه‌های اولویت‌دار منطقه تاکید دارد. این مطالعه با تمرکز بر استان هرمزگان، حوزه‌های در اولویت و مزیت‌های منطقه را از طریق مطالعه اسناد رسمی استانی شامل سند آمایش استان هرمزگان و سند مسئله‌شناسی راهبردی استان بررسی کرده است. سپس از طریق مصاحبه با 21 نفر از فعالان حوزه به شناسایی چالش‌هایی که شرکت‌های دانش‌بنیان با آن مواجه هستند پرداخته است. برای تجزیه و تحلیل داده‌ها از روش تحلیل مضمون استفاده شده و با کدگذاری مفاهیم مستخرج از مصاحبه‌ها و متون سیاستی، الگوی معنادار مضمون‌ها بر اساس داده‌های جمع‌آوری شده تعیین شده است. در گام اول پژوهش حوزه‌‌‌های اولویت‌دار و جذاب استان تعیین شد. سپس حوزه فعالیت شرکت‌های دانش‌بنیان بررسی شد و مبتنی بر ماتریس جذابیت-توانمندی، حوزه‌های فعالیت با جذابیت زیاد توانمندی زیاد و جذابیت زیاد توانمندی کم شناسایی شده است. نتایج نشان داد توسعه فعالیت‌های دانش بنیان در منطقه متلزم آن است که مواردی مانند تسهیل مجوزدهی به شرکت‌های فعال در حوزه‌های اولویت‌دار، کمک به تکمیل زنجیره تامین در حوزه مربوطه، توجیه بازیگران به حمایت از شرکت‌ها در حوزه‌های تاکید شده و استفاده از دانش سایر استان‌ها در حوزه‌های مربوطه پیگیری شود.

the pattern of knowledge-based firms development with the smart specialization approach

the policy maker’s goal at the macro level is to promote knowledge-based activities in different regions of the country and the balanced development of the provinces. the current study focuses on the concept of intelligent specialization with the aim of supporting knowledge-based companies and developing their activities. based on this approach, innovative activities in the provinces should be focused on competitive advantages, potential capacities and value chains in the region.therefore, this research emphasizes on supporting knowledge-based companies in accordance with the conditions of the region and with the aim of directing activities in the priority areas of the region. focusing on hormozgan province, this study has investigated the priority areas and advantages of the region through the study of official provincial documents, including hormozgan province’s plan document and the province’s strategic problem-solving document. then, through interviews with 21 activists in the field, it identified the challenges faced by knowledge-based companies. thematic analysis method was used to analyze the data and by coding the concepts extracted from the interviews and policy texts, the meaningful pattern of the themes was determined based on the collected data.in the first step of the research, the priority and attractive areas of the province were determined. then, the field of activity of knowledge-based companies was investigated and based on the attractiveness-capability matrix, areas of activity with high attractiveness, high ability, and high attractiveness, low ability were identified. the results showed that the development of knowledge-based activities in the region requires that things like facilitating the licensing of active companies in priority areas, helping to complete the supply chain in the relevant area, justifying actors to support companies in emphasized areas and using the knowledge of other provinces in relevant areas should be followed up.
