ارزیابی اقتصادی سرمایه‌گذاری گردشگری در خانه‌های تاریخی مشهد (مطالعۀ موردی: خانۀ تاریخی پیشه‌وران)

یکی از جاذبه‌‌های شهر مشهد خانه‌های تاریخی است؛ این خانه‌ها در عین زیبایی نیازمند بازسازی و تجاری‌سازی‌اند و ارائۀ راهکارهایی برای چگونگی تبدیل خانه‌‌های تاریخی به محلی برای توسعه‌‌ی گردشگری و درآمدزایی و همچنین کاهش هزینه‌‌های دولتی امری حیاتی است. مورد مطالعۀ این تحقیق خانۀ پیشه‌‌وران واقع در محلۀ ارگ مشهد است. با بررسی تجارب جهانی و داخلی و موقعیت خانۀ پیشه‌‌وران، مشخص شد که بالاترین مزیت نسبی متناسب برای آن در بخش‌‌های خدمات و بازرگانی است. بنابراین، فعالیت‌‌های هتل، رستوران، مستغلات و کرایۀ خدمات کسب و کار در رابطه با این نوع بنا مورد بررسی قرار گرفت. ضمن آنکه این خانه به سبب نزدیکی به حرم مطهر، از این جهات دارای اثرات مثبت است. با بررسی‌های صورت‌گرفته برای مجموعه‌هایی با کاربری مشابه و میانگین قیمت دریافتی در یک رستوران متوسط در مشهد، هزینه‌‌های کلی پروژه، هزینه‌های مرمت و بازسازی، هزینه‌های تجهیزات طرح، هزینه‌های پرسنلی، هزینه‌های جاری طرح، هزینه‌های تعمیر و نگهداری برآورد شد و درآمدهای طرح بررسی و تحلیل شد. با در نظر گرفتن مفروضات، اهداف طرح، تکنیک تحلیل هزینه-‌‌فایده، از طریق نرم‌‌افزار کامفار به اثبات ارزیابی اقتصادی خانۀ پیشه‌‌وران به‌عنوان نمونۀ موردی و بازدهی اقتصادی بالای این بنا پرداخته شده است.

economic evaluation of tourism investmentin historic houses of mashhad (the case study: pishevaran’s house)

one of the attractions of the city of mashhad is historical houses, these houses, while beautiful, need to be renovated and commercialized, and to provide solutions for how to turn historical houses into a place for tourism development and income generation, as well as cost reduction. government services are vital. the subject of this research is the pishevaran house located in the arg neighborhood of mashhad. by examining the international and domestic experiences and the position of the house of craftsmen, it was found that the highest relative advantage is in the service and commercial sectors. therefore, the activities of hotels, restaurants, real estates and business service rentals were investigated in relation to this type of building, and pishevaran’s house has positive effects due to its proximity to the holy shrine. with the investigations carried out for collections with similar use and the average price received in a medium-sized restaurant in mashhad, the overall costs of the project, the costs of restoration and reconstruction, the costs of project equipment, personnel costs, project current costs, maintenance costs were estimated, and project revenues were analyzed. by taking into account the assumptions, goals of the project, cost-benefit analysis technique, kamfar software, the economic evaluation of pishevaran house as a case study and the high economic efficiency of this building has been proved.
