مدیریت نشر دولتی و چالش‌ های فراروی آن در ایران با نگاهی بر راهکارهای اجرایی در انتشارات سازمان اسناد و کتابخانه ملی ایران

هدف: شناسایی چالش ‌های پیش روی انتشارات دولتی در ایران برای بهبود وضعیت و ارائه راهبردهای اجرایی برای مدیریت انتشارات با نگاهی به انتشارات سازمان اسناد و کتابخانه ملی ایرانروش‌شناسی‌: پژوهش با روش سندی یا کتابخانه‌ای و به شیوه «توصیفی - تحلیلی» انجام شد .با مطالعات و مشاهده اسناد و مدارک و روند انتشارات سازمان اسناد و کتابخانه ملی ایران و بر مبنای تجربه زیسته نویسندگان، چالش‌های فراروی انتشارات احصا شد و سپس بر مبنای مرور ادبیات موجود و تجارب نویسندگان، راهکارهای اجرایی برای مدیریت بهینه انتشارات دولتی پیشنهاد شد. یافته‌ها: از جمله چالش‌ها می‌توان به نداشتن آیین‌نامه، اساسنامه، دستورالعمل و یا شیوه‌نامه روزآمد، عدم فعالیت در بنیادهای نشر، کم‌توجهی به سنجش بازار، ضعف ارزیابی و نظارت، عدم یکدستی در فهرستگان‌ها و سلسله منشورات موضوعی، عدم صادرات و حضور در بازارهای بین‌المللی، و جریان یک سویه آثار اشاره کرد.نتایج: روزآمد نمودن اساسنامه و آیین‌نامه‌های نشر، تغییر و تحول اساسی در خط‌مشی، ارزیابی آثار قبل از چاپ، توجه به کیفیت به جای کمیت، مخاطب‌شناسی، بهره‌گیری از فناوری‌های نوین، برگزاریکارگاه‌های آموزشی برای کارکنان انتشارات، توانمندی بالای عوامل فروش، استفاده از ظرفیت صدا و سیما، مدیریت قیمت، نقد و بررسی آثار، ویرایش موضوعی و برون‌سپاری چاپ و توزیع و بویژه نگاه اقتصادی و سودآوری راه‌های برون رفت از شرایط کنونی است.اصالت و ارزش: این پژوهش افق‌های تازه‌ای را فراروی انتشارات سازمان‌های دولتی می‌گشاید تا با تعمیق در چالش‌های نشر دولتی و پیشنهادهای ارائه شده، در جهت مدیریت بهینه و رقابتی انتشارات خود اقدام نمایند.

governmental publication management in iran with a look at executive strategies in the publications of the national library and archives of iran (nlai)

objective: identifying the challenges facing governmental publications in iran to improve the situation and providing executive strategies for publishing management by looking at the publications of nlai.methods: this research has been done by documentary or library method and in a &descriptive-analytical& method. by field studies and observation of documents and the publishing process of nlai and based on the lived experience of authors, the challenges of publication were identified and then executive strategies were proposed. results: the challenges were: lack of bylaws and regulations, articles of association, guidelines and updated procedures, inactivity in the triangle or publishing foundations, lack of attention to market valuation, poor evaluation and monitoring, the lack of branding in catalogs and series of thematic publications, the lack of exports and presence in international markets, and the one-sided flow of works.conclusion: updating the statutes and publishing regulations, fundamental changes in the policy, evaluation of pre-printed works, attention to quality instead of quantity, identifying audience, utilization of new technologies, holding courses and workshops for publishing personnel, high competency of sales agents, use of radio and television capacity, price management of works, critique and review of works, thematic editingand outsourcing of production and distribution and especially the economic and profitability view are the only way out of the current situation.value: this research opens up new horizons for the publications of governmental organizations, so that by deepening the challenges and the suggestions provided, they can act in the direction of optimal and competitive management of their publications.
