توسعه سیستم بودجه‌ریزی مشارکتی شهرداری تهران مبتنی بر روش‌شناسی سیستم‌های نرم: بینش‌هایی از طرح من شهردارم

در سال‌های اخیر بودجه‌ریزی مشارکتی به‌عنوان یک رویکرد دموکراتیک برای مشارکت شهروندان در انتخاب و تخصیص بودجه به پروژه‌های توسعه محلی در شهرداری تهران موردتوجه قرار گرفته است. علیرغم تلاش‌های ارزشمند، مشارکت موثر شهروندان نیازمند بررسی و شناسایی سیاست‌های توسعه سیستم است. پژوهش حاضر با طرح یک فرآیند یادگیری در عمل مبتنی بر روش‌شناسی سیستم‌های نرم و با الهام از نظریه سیستم‌های اجتماعی لومان، موقعیت مسئله را در چهار زیرسیستم: 1- ارتباط با شهروندان، 2-معنا و تعبیر شهروندان از پیام، 3-به جریان انداختن فرایند انتخاب و 4-خودآفرینی و تداوم را مبتنی بر تجارب موفق و زمینه‌های نیازمند بهبود &طرح من شهردارم& مورد تجزیه‌وتحلیل قرار داده و توصیه‌های سیاستی ارائه داده است. نوآوری پژوهش از منظر تحلیل بر پایه رفتارشناسی سیستم اجتماعی و تعبیه نظریه لومان در تحلیل‌های سیستمی نرم مطرح است. به‌طورکلی، تغییر نگرش مدیران شهری به حکمروایی مشارکتی، هماهنگی در سیستم برنامه‌ریزی و بودجه‌ریزی مشارکتی، گفتمان‌سازی و طرح‌ریزی رویکردهای تعاملی و توافق‌جمعی؛ ایجاد شبکه ارتباطی نخبگانی محلی و شهروندان؛ تسهیلگری و توانمندسازی جوامع محلی در راستای جلب مشارکت آگاهانه و مدیریت انتظارات؛ احراز هویت رای‌دهندگان؛ توجه به پیامدهای پروژه‌ها در برقراری عدالت اجتماعی به‌تناسب گروه‌های جمعیتی؛ اجرای فرایند انتخاب به‌صورت مدیریت سبد پروژه‌ها؛ انعطاف‌پذیری در تامین اعتبار و بودجه، تقویت اعتماد عمومی از طریق رسانه‌های جمعی، تمهیدات حفاظت و امنیت سایبری، سیاست‌های تشویقی مشارکت داوطلبانه کارکنان؛ طرح‌ریزی مکانیسم‌های نقش‌آفرینی شهروندان در اجرای پروژه‌ها؛ انتشار گزارش پیشرفت پروژه‌ها؛ تقویت مکانیسم‌های نظارت مردمی، دریافت بازخورد و پاسخگویی مدیران محلی در جلسات تعاملی با شهروندان به‌منظور توسعه سیستم بودجه‌ریزی مشارکتی در شهرداری تهران شناسایی گردید.

developing tehran municipality’s participatory budgeting system based on soft systems methodology: insights from the i am the mayor project

in recent years, participatory budgeting has been considered as a democratic approach for citizen participation in the selection and allocation of funds to local development projects in tehran municipality. despite valuable efforts, effective citizen participation requires the examination and identification of system development policies. the present study, by designing a learning-in-action process based on soft systems methodology, inspired by luhmann’s social systems theory, analyzes situation of the problem in four subsystems: 1-formation of communication with citizens, 2-meaning and interpretation of the message by citizens, 3-initiating the selection process, and 4-self- referential and continuity based on successful experiences and areas in need of improvement of the &i am the mayor& project, and provided policy recommendations for system development. the research innovation is presented from the perspective of participatory budgeting analysis based on social system behaviorism and the creative embedding of luhmann’s theory in soft systems thinking analyses. changing the attitude of urban managers towards participatory governance, coordinating the participatory planning and budgeting system, discursive development and planning of interactive approaches and local collective agreement; creating a communication network of local elites and citizens; implementing the selection process in the form of project portfolio management; flexibility in project budgets; strengthening the public trust through media; necessary measures for the protection and cybersecurity; policies to encourage voluntary participation of employees; disseminating information and transparency of project progress; reporting and strengthening public monitoring mechanisms; receiving feedback and accountability of local managers were identified in order to develop a participatory budgeting system in tehran municipality.
