بررسی عوامل محتوایی مدیریت راهبردی دانش حوزه گسترش آموزش عالی

مطابق اسناد بالادستی، ارتقای سطح دانش، مهارت، توسعه و ترویج فرهنگ تفکر علمی جامعه بر عهده وزارت علوم، تحقیقات و فناوری است. برهمین اساس وزارت عتف کلیه وظایف آموزشی را به شورای گسترش آموزش عالی محول نموده است. هرچند این شورا اقداماتی در راستای توسعه هدفمند آموزش عالی به عمل آورده اما الگوی هماهنگ و منطقی انجام فعالیت‌ها، حلقه مفقوده و مسئله این پژوهش است. بنابراین هدف این پژوهش، بررسی عوامل محتوایی الگوی مدیریت راهبردی دانش در حوزه گسترش آموزش عالی در وزارت عتف بوده و هدف این تحقیق، توسعه‌ای-کاربردی است و از استراتژی آمیخته چند سطحی بهره می‌برد. جامعه آماری شامل خبرگان و صاحب‌نظران آموزش عالی که در پست‌های تصمیم‌گیرنده در حوزه گسترش آموزش عالی تجربیاتی کسب کرده‌اند به‌صورت غیر تصادفی و هدفمند تعیین گردید. ابزار جمع‌آوری روش کتابخانه‌ای با استفاده از ابزار فیش‌برداری از کتاب‌های تخصصی و اسناد و مدارک معتبر وزارت عتف استخراج گردید و در روش میدانی مصاحبه عمیق با نخبگان آموزش عالی انجام شده و برای تجزیه‌وتحلیل داده‌های کیفی مصاحبه از روش تحلیل مضمون با استفاده از نرم‌افزار مکس کیودا (maxqda) استفاده‌شده است. برای تحلیل و تفسیر کیفی اسناد بالادستی و مصاحبه‌های انجام‌شده از بین 782 گویه، 115 مقوله استخراج و با کلیدواژه‌هایی به یکدیگر مرتبط شده و 17 مضمون به‌دست آمد. با توجه به تعاریف ارائه‌شده 6 مضمون به‌عنوان عوامل محتوایی الگوی مدیریت راهبردی دانش حوزه گسترش آموزش معرفی گردید.

analysis of the substantive factors in strategic knowledge management within the domain of higher education development

according to higher-level legislative documents, the responsibility for enhancing the levels of knowledge, skills, development, and the promotion of a scientific thinking culture within society lies with the ministry of science, research, and technology. accordingly, the ministry of science, research, and technology has delegated all educational duties to the council for the expansion of higher education. although this council has undertaken initiatives aimed at purposefully developing higher education, the absence of a coordinated and logical model for activity implementation remains a critical gap, representing the core issue of this research. thus, the primary objective of this study is to examine the substantive factors underpinning the strategic management model of knowledge within the domain of higher education expansion under the auspices of the ministry. the research adopts a developmental-application-oriented approach and employs a multi-level mixed strategy. the statistical population comprises experts and scholars in higher education who, through purposive non-random sampling, possess practical experience in decision-making positions related to higher education dissemination. the data collection method involves a documentary approach, utilizing note-taking from specialized texts and credible official documents of the ministry of science, research, and technology. additionally, in the field, in-depth interviews with higher education elites were conducted. for qualitative data analysis, the thematic content analysis method was employed using maxqda software. to analyze and interpret the policy documents and interview transcripts, from a total of 782 items, 115 categories were extracted and interconnected via relevant keywords, resulting in 17 themes. based on these definitions, six themes were identified as the substantive factors underpinning the knowledge strategic management model in the domain of higher education development.
