بنچ‌مارکینگ واحدهای پانزده‌گانه خدمات شهری شهرداری اصفهان با به‌کارگیری تحلیل پوششی داده‌های تهاجمی

ازآنجایی‌که واحدهای خدمات شهری، نقش موثری نه‌تنها بر کیفیت زندگی شخصی شهروندان بلکه بر بهره‌وری و رضایت شغلی آن‌ها دارند، بنچ‌مارکینگ آن‌ها از اهمیت بالایی برخوردار می‌باشد. این واحدها، با ارائه خدمات و زیرساخت‌های ضروری، شرایطی را فراهم می‌آورند که شهروندان بتوانند در محیطی سالم، ایمن و مناسب به کار و زندگی بپردازند. از همین روی، سنجش و ارزیابی عملکرد این واحدها و ارائه الگو بهینه به آن‌ها، به‌منظور افزایش سطح کیفی فعالیت‌ها ضروری به نظر می‌رسد. پژوهش حاضر با به‌کارگیری روش ریاضی تحلیل پوششی داده‌های تهاجمی خروجی محور با یک ورودی و چهار خروجی به‌عنوان یک ابزار قوی بنچ‌مارکینگ، به ارزیابی عملکرد واحدهای خدمات شهری مناطق پانزده‌گانه شهرداری اصفهان پرداخته است. نتیجه نشان داد واحد خدمات شهری شهرداری منطقه پنج از منظر ورودی و خروجی‌های این پژوهش بهترین عملکرد را داشته است. در پایان بهره‌وری جزئی هر یک از خروجی‌ها محاسبه و مجدداً رتبه‌بندی از منظر بهره‌وری جزئی صورت گرفت و نتایج رتبه‌بندی دو روش مقایسه گردید.

benchmarking of fifteen urban services units of isfahan municipality by using aggressive data envelopment analysis

since urban service units play an effective role not only on the quality of citizens’ personal lives but also on their productivity and job satisfaction, their benchmarking is of great importance. by providing essential services and infrastructure, these units provide conditions for citizens to work and live in a healthy, safe, and appropriate environment. therefore, measuring and evaluating the performance of these units and providing them with an optimal model seems essential in order to increase the quality level of activities. the present study, by using the mathematical method of output-oriented aggressive data envelopment analysis with one input and four outputs as a strong benchmarking tool, evaluated the performance of urban service units in the fifteen regions of isfahan municipality. the results showed that the urban service unit of the fifth region of the municipality had the best performance from the perspective of the inputs and outputs of this study. at the end, the partial productivity of each output was calculated and re-ranked from the perspective of partial productivity, and the ranking results of the two methods were compared.
