واکاوی عملکرد سازمان ملل متحد در جنگ فلسطین و رژیم صهیونیستی؛ غلبه قدرت یا حقوق

پژوهش حاضر با توجه به اهمیت نقش و کاردکرد سازمان ملل متحد در حفظ صلح و امنیت بین‌المللی به دنبال واکاوی عملکرد سازمان در جنگ غزه است. نظر بر همین مساله، مقاله به چگونگی ایفای نقش شورای امنیت، مجمع عمومی و دبیرکل سازمان در این منازعه متمرکز شده است. در چارچوب نظریه نورئالیسم، نتایج حاکی از آن است که نمی‌توان گسستی میان حفظ صلح و امنیت بین‌المللی با قدرت‌های بزرگ و منافع آن‌ها برقرار کرد؛ خصوصاً این‌که در بحران مزبور، هدف اصلی و اولیه سازمان ملل به شدت با چالش مواجهه شده است. لذا می‌توان گفت که نهادهای بین‌المللی و از جمله سازمان ملل متحد به مثابه بازیگری حاشیه‌ای در کنار نفوذ قدرت‌های بزرگ قلمداد شده و جنگ غزه بیانگر این حقیقت است که نمی‌توان صلح را بدون توجه به رضایت‌مندی قدرت‌های بزرگ حفظ و یا ایجاد کرد؛ به تعبیری بهتر، با تحلیل عملکرد سازمان ملل متحد می‌توان گفت که قدرت حقوقی مغلوب قدرت سیاسی شده است. روش پژوهش تبیینی- تحلیلی و روش گردآوری اطلاعات نیز از نوع کتابخانه‌ای و اینترنتی است.

considering the critical role of the united nations in maintaining international peace and security, this research analyzes its performance during the gaza war. the analysis examines the specific actions and inactions of the security council, the general assembly, and the secretary-general in the context of this conflict. through the lens of realism theory, the findings reveal that the pursuit of international peace and security is inextricably intertwined with the interests of major global powers. the gaza war serves as a stark example of the difficulties the un faces when these interests are in conflict with its primary objectives. this situation highlights the reality that international institutions, despite their formal authority, often play a secondary role to dominant political forces. the study concludes that effective peacebuilding requires acknowledging and addressing the concerns of major powers, which often leads to political considerations outweighing legal principles. this research utilizes an explanatory-analytical approach, drawing on library and internet-based sources.
