پیامدهای همکاری دفاعی- امنیتی ایران و روسیه در بحران اوکراین (2022)

محدودیت‌های هنجاری و ساختاری نظام بین‌الملل و سیاست‌های بلوک غرب در طی چهار دهه گذشته علیه ایران، سبب شده تا جمهوری اسلامی ایران در حوزه سیاست‌های دفاعی- امنیتی خود همانند سیاست خارجی به سمت‌وسوی «شرق‌گرایی» تمایل پیدا کند. پژوهش پیش‌رو به دنبال پاسخگویی به این پرسش است که همکاری‌های دفاعی- امنیتی ایران و روسیه در بحران اوکراین چه پیامدهایی می‌تواند برای جمهوری اسلامی ایران به‌دنبال داشته باشد؟ روش پژوهش توصیفی- تحلیلی است و گردآوری داده‌ها از طریق پیمایش محیطی و مراجعه به مقالات، کتب، گزارش‌ها و یادداشت‌های مرتبط با موضوع بوده که توسط پژوهشگران دسته‌بندی و سپس تحلیل‌شده است. همکاری‌های دفاعی- امنیتی ایران و روسیه دارای دو وجه تاثیرات مثبت و منفی برای جمهوری اسلامی ایران است. از جمله وجوه مثبت این همکاری‌ها می‌توان به تلاش برای همکاری‌های اقتصادی مشترک در جهت جلوگیری از انزوای جهانی بیشتر، تعامل و هماهنگی در فرایند انتقال قدرت از غرب جغرافیایی به شرق، ارتقای توان تسلیحاتی ایران، ارتقای سطح بازدارندگی اشاره کرد. در بعد اثرگذاری منفی هم می‌توان به تعمیق شکاف درونی در ملت و حاکمیت با توجه به بدبینی تاریخی به عملکرد روس‌ها، تشدید تحریم‌ها، امنیتی سازی همکاری‌های نظامی و تشدید تصویرسازی امنیتی از ایران به‌عنوان کشوری که نقش مخرب در پیشبرد صلح و امنیت بین‌المللی دارد اشاره کرد.

investigating the consequences of iran’s defense-security cooperation and russia in ukraine crisis(2022)

the normative and structural limitations of the international system, along with the policies of the western bloc towards iran over the past four decades, have led the islamic republic of iran to adopt an orientalist approach in its defense-security and foreign policies. this research aims to explore the potential consequences of defense-security cooperation between iran and russia during the ukraine crisis for the islamic republic of iran. utilizing a descriptive-analytical methodology, data were collected through environmental surveys, as well as reviews of relevant articles, books, reports, and notes. the gathered information was categorized and subsequently analyzed by the researchers. the defense-security collaboration between iran and russia presents both positive and negative implications for iran. on the positive side, this partnership could facilitate joint economic initiatives to mitigate further global isolation, foster interaction and coordination in the transition of power from the west to the east, enhance iran’s military capabilities, and strengthen its deterrence posture. conversely, potential negative impacts include exacerbating internal divisions between the nation and the government due to historical skepticism regarding russian actions, tightening sanctions, the securitization of military cooperation, and reinforcing the perception of iran as a destabilizing force in international peace and security.
