تبیین ژئوپلیتیکی حضور بازیگران فرامنطقه‌ای در شاخ آفریقا: مطالعه موردی رژیم صهیونیستی

شاخ آفریقا یکی مناطق مهم در این قاره و تاثیرگذار در عرصه بین‌الملل است که از دیرباز و بخصوص در دهه‌ها و سال‌های اخیر ارزش‌های ژئوپلیتیک، ژئواکونومیک، ژئواستراتژیک و... آن توجه بازیگران منطقه‌ای و فرامنطقه‌ای را به خود جلب کرده است و در حال حاضر بسیاری از آن‌ها در این منطقه فعال هستند. یکی از بازیگران منطقه‌ای فعال در شاخ آفریقا، اسرائیل است که در ابعاد سیاسی، نظامی، امنیتی، اطلاعاتی، اقتصادی، تجاری و... در این منطقه حضور و فعالیت دارد. علل مختلفی برای حضور اسرائیل در شاخ آفریقا وجود دارد که در چارچوب اندیشه ژئوپلیتیک قابل بحث و تحلیل است. سوال اصلی پژوهش این است که مهم‌ترین علل حضور و فعالیت اسرائیل در شاخ آفریقا کدام‌اند؟ و تحلیل ژئوپلیتیکی این علل چیست؟ پژوهش به دلیل اکتشافی بودن، فرضیه محور نیست. پژوهش با روش توصیفی- تحلیلی و رویکرد استنباطی و تحلیل محتوا (روش) و بهره‌گیری از منابع کتابخانه‌ای درصدد شناسایی و تحلیل ژئوپلیتیکی علل حضور اسرائیل در فضاهای ساحلی و آبی شاخ آفریقا است. نتایج پژوهش نشان می‌دهد که مهم‌ترین علل حضور فعال اسرائیل در فضاهای آبی و ساحلی شاخ آفریقا عبارت از تسلط بر موقعیت راهبردی شاخ آفریقا، جلوگیری از تسلط کشورهای عربی بر این منطقه، تاثیرگذاری بر مصر، مقابله با نفوذ ایران در شاخ آفریقا و همکاری با آمریکا در اجرای برنامه‌ها و سیاست‌های آن در این منطقه است (یافته‌ها) که هر یک از علل، ماهیتی ژئوپلیتیکی دارند.

geopolitical explanation of the presence of actors in geographical areas (the case study of israel in the horn of africa)

the horn of africa is one of the important regions in the international arena. in recent years, geopolitical, geoeconomics, geostrategic, etc. values of the horn of africa have attracted the attention of regional and trans-regional actors, and are active in this region. one of the regional actors in the horn of africa is israel, which is active in the political, military, security, intelligence, economic and commercial dimensions in this region. there are various reasons for israel’s presence in the horn of africa, which can be analyzed in the framework of geopolitical thought. the main research question is, what are the most important reasons for israel’s presence and activity in the horn of africa? what is the geopolitical analysis of these causes? (question) the current research is not hypothesis oriented due to its exploratory nature. this research with the descriptive-analytical method and inferential approach and content analysis (method), and the use of library resources, seeks to identify and geopolitically analyze the reasons for israel’s presence in the coastal and maritime areas of the horn of africa. the results show that the most important reasons for israel’s presence in the horn of africa are: dominating the strategic position of the horn of africa, preventing the arab countries from dominating the region, influencing egypt, countering iran’s influence in the horn of africa, and cooperating with the united states in implementing its plans and policies in this region (findings). each of the causes is geopolitical in nature.
