راهکارهایی برای توسعۀ عدالت ‌محور و اصلاح پراکنش زیرساخت‌ها و تاسیسات گردشگری در ایران

لازمۀ توسعۀ پایدار در بخش گردشگری وجود زیرساخت‌ها و تاسیسات لازم برای گردشگری است که شامل طیفی از سازه‌ها، دستگاه‌های اساسی و موسسات خدماتی است که به تسهیل و رونق سفر منجر می‌شوند. از مشکلات مهم توسعۀ گردشگری، در ایران، پراکنده‌نبودن این زیرساخت‌ها و تاسیسات به‌گونه‌ای متوازن و متعادل در سطوح ملی و استانی است. اغلب این زیرساخت‌ها در چند استان مهم و به‌خصوص در شهرهای بزرگ متمرکز شده‌اند. این مسئله موجب هدایت عمدۀ جریان گردشگری به این مقاصد، مغفول‌ماندن بسیاری از مقاصد مستعد و بالقوۀ گردشگری و، به‌تبع آن، توزیع ناعادلانۀ منافع و عواید حاصل از گردشگری در سطوح ملی و استانی شده است. در این مطالعه، تلاش شده است تا، با به‌کارگیری روشی شامل استفاده از مطالعات پیشین و سیاست‌های توسعه در ایران، تحلیل اسناد بالادستی گردشگری، مطالعات تطبیقی سیاست‌های دیگر کشورها و همچنین تحلیل داده‌های مستخرج از سالنامه‌های آماری، ضمن شناسایی وضعیت فعلی پراکندگی زیرساخت‌های گردشگری در پهنۀ جغرافیایی ایران، راهکارهایی برای توسعۀ این‌گونه زیرساخت‌ها در سراسر کشور، با رویکردی متوازن و عدالت‌محور، ارائه شود. از این طریق، می‌توان نقش صنعت گردشگری در رونق اقتصادی مناطق کمتر برخوردار کشور، اشتغال و ایجاد رفاه و آسایش برای ساکنان این مناطق را پررنگ‌تر کرد.

strategies for justice-based development and reform of tourism infrastructure and facilities distribution in iran

sustainable development in the tourism sector requires the existence of infrastructure and facilities for tourism, including a range of structures, basic institutions, and service institutions that facilitate and promote travel. one of the important challenges of tourism development in iran is the lack of distribution of these infrastructures and facilities in a balanced way at the national and provincial levels. most of these infrastructures are concentrated in several important provinces, especially in large cities. this issue has led to the main direction of tourism flow to these destinations, the neglect of many potential tourism destinations, and consequently, the lack of fair distribution of benefits and revenues from tourism at the national and provincial levels. in this study, we tried to use a  method including reviewing previous studies and development policies in iran and also analyzing the upstream tourism documents, data extracted from statistical yearbooks, and comparative studies of other countries, to identify the current distribution of tourism infrastructure in a geographical area and also provide solutions for the development of such infrastructure throughout the country with a balanced and justice-oriented approach. in this way, the role of the tourism industry in the economic prosperity of the less privileged areas of the country, employment, and creating welfare for the residents of these areas can be highlighted.
