بررسی روش‌ها و شیوه‌های ساماندهی اصناف در جهت اصلاح نظام توزیع کالا و خدمات در سطح شهرستان‌های تابعه استان اردبیل

اصناف نقش کلیدی در چرخه اقتصادی کشور ایفا کرده و فعالیت آن‌ها در ارزش افزوده بخش صنعت و معدن حیاتی است. اهمیت اصناف به‌عنوان بنگاه‌ های کوچک و متوسط در ایجاد اشتغال، خلق ارزش افزوده و بهبود سیستم توزیع کالاها و خدمات در کشور  قابل توجه بوده و لذا ساماندهی و ارائه راهکارهای متناظر با آن ضروری به نظر می‌رسد. ازاین‌رو، در این تحقیق، راهکارهای ساماندهی اصناف در استان اردبیل مطالعه شده و این راهکارها برحسب درجه اهمیت، رتبه‌بندی شده است. برای این کار،  نمونه‌‎ای به حجم 384  از میان کارشناسان، اعضا و خبرگان حوزه اصناف به روش نمونه‌گیری تصادفی ساده انتخاب‌شده و پرسشنامه بین آن‌ها توزیع گردید. روایی پرسشنامه نیز به‌وسیله کارشناسان این حوزه تاییدشده و پایایی پرسشنامه با استفاده از ضریب آلفای کرونباخ (0/83) تایید شده است. بر اساس نتایج تحقیق، در سطح معناداری 5 درصد، عوامل کلان اقتصادی و محیط کسب و کار در کشور بر ساماندهی اصناف در استان اردبیل تاثیر معناداری دارند. همچنین در سطح معناداری 5 درصد می‌توان تاثیر مثبت و معنادار عوامل اختصاصی استان نظیر: تسریع در صدور پروانه فعالیت و مجوز کسب در استان، اعطای مشوق‌ها و تخفیف ‌های مالیاتی برای صنوف و مشاغل، افزایش تخصص و مهارت نیروی انسانی به‌واسطه آموزش اصناف در استان، نظارت بر فعالیت اصناف و جریمه اصناف فاقد پروانه در استان و همکاری و مشارکت سایر ارگان‌ها از جمله شهرداری‌ها، سازمان بازرسی و ...  با سازمان صنعت معدن و تجارت بر سازماندهی اصناف در استان اردبیل را پذیرفت. علاوه براین، به منظور تعیین اهمیت راهکارهای موجود  برای سازماندهی اصناف در استان اردبیل از آزمون فریدمن استفاده شده و یکسان بودن میانگین تاثیر راهکارهای ساماندهی اصناف در استان اردبیل در سطح اطمینان 95 درصد رد می‌ شود. لذا می‌توان بیان نمود که از بعد اهمیت و تاثیرگذاری، میان راهکارهای ساماندهی اصناف در استان اردبیل تفاوت معناداری وجود دارد.

investigating the methods of guilds organizing in order to reform the distribution system of goods and services in the cities of ardabil province

guilds have played a key role in the country’s economic cycle, and their activities are vital to the added value of industry and mining. the importance of guilds as small and medium enterprises in creating employment, creating added value and improving the distribution system of goods and services in the country is significant and therefore it seems necessary to organize and provide appropriate solutions. therefore, in this research, the strategies for organizing guilds in ardabil province have been studied and these strategies have been ranked according to the degree of importance. for this purpose, a sample of 384 experts, members and experts in the field of guilds was selected by simple random sampling method and a researcher-made questionnaire was distributed among them. the validity of the questionnaire was also confirmed by experts in this field and the reliability of the questionnaire was confirmed using cronbach’s alpha coefficient (0.83). according to the research results, at a significant level of 5%, macroeconomic factors and business environment in the country have a significant effect on the organization of guilds in ardabil province. also, at a significance level of 5%, there can be a positive and significant impact on the specific factors of the province (such as accelerating the issuance of activity licenses and business licenses in the province, granting tax incentives and discounts for trades and occupations, increasing the expertise and skills of manpower through guild training in the province). supervised the activities of guilds and fines of unlicensed guilds in the province and the cooperation and participation of other bodies (including municipalities, inspection organization, etc. with the mining industry and trade organization) on the organization of guilds in ardabil province. in addition, in order to determine the importance of existing strategies for organizing guilds in ardabil province, friedman test is used and the uniformity of the average effect of guilds organizing strategies in ardabil province is rejected at a 95% confidence level. therefore, it can be said that in terms of importance and effectiveness, there is a significant difference between the impacts of guild organizing strategies in ardabil province.
