economic study of the idea of selling the capacity certificate in financing the energy sector

One of the main challenges facing economic sectors, including the electricity industry, is financing. therefore, this industry requires financial innovations to meet its financing needs. in iran, the development of the electricity industry is facing a serious challenge due to the reliance of this industry on government resources and mainly the government budget, and according to the growth of the country s electricity consumption, there are no government financial resources to create new capacity production. currently, the methods proposed in the electricity industry of other countries in the world have many fans and are popular; however, these methods have problems according to the laws and regulations of iran. the idea of creating securities under the title of capacity certificates is a solution to attract the participation of the private and public sectors to invest in the development of electricity production capacity in the country. in this article, while examining the advantages and disadvantages of issuing a capacity certificate, the economic efficiency of building a power plant with a capacity certificate is calculated. the results show that the transparency of the application process and the reduction of administrative bureaucracy can attract the attention of electricity industry investors.
