تنشِ آب (water stress) به وضعیتی گفته می‌شود که آبِ موردِ نیاز انسان‌ها و اکوسیستم از میزانِ آب موجود کمتر است. تنشِ آب مفهومی جامع‌تر از بحران آب (water scarcity) است. تنشِ آب جنبه‌های مختلفِ فیزیکی منابع آب، مانند کمبودِ آب، کیفیتِ آب (water quality)، جریان‌های زیست محیطی (environmental flow) و دسترسی‌پذیری آب (accessibility of water) را در بر می‌گیرد. مفهوم تنش آب نسبتاً جدید است. تنش آب مشکل در یافتن منابع آب شیرین برای استفاده است، که علت آن تخلیه منابع است. بحران آب وضعیتی است که در آن آب قابل آشامیدن و غیر آلوده در یک منطقه کمتر از تقاضای آن است.کمبود گستردۀ آب و فقدان دسترسی به منابع آب سبب توسعه‌نیافتگی اقتصادی‌‌اجتماعی و تهدید امنیت ملی کشورها در سراسر جهان می‌شود. دامنه و پیچیدگی چالش‌های مرتبط با آب، فراتر از مرزهای ملی و منطقه‌ای است و به‌همین‌سبب نمی‌توان تنها آن را در چارچوب سیاست‌های ملی و منطقه‌ای بررسی کرد. در صورت ادامه وضع موجود مدیریت منابع آب، کشور ایران با مشکلات متعددی ازجمله مشکلات اجتماعی، سیاسی و اقتصادی مواجه خواهد شد. ازاین رو باید سیاستها و راهکارهای مناسبی جهت مدیریت وضع موجود و برون رفت از وضعیت تنش آبی اتخاذ شود. کشور ایران بدلیل داشتن بارش میانگین سالیانه 250 میلیمتر(کمتر از یک سوم متوسط بارش جهانی) از جمله کشورهای با محدودیت منابع آب قلمداد می شود. آب در فرایند توسعه کلی هر منطقه، نقش عمده و کلیدی دارد و در ایران بدلیل کمبود منابع آب، مدیریت صحیح آن برای رسیدن به توسعه پایدار از اهمیت ویژه ای برخوردار است. برای مدیریت صحیح منابع آب وضعیت کمبود و یا بحران آب در کشور باید مشخص شود.. لذا، شناخت چالش ها و راهکار های نوین خلاصی از وضعیت کنونی و راه های رسیدن به تعادلی پایدار از اهداف این مقاله است. از جمله راهکارها می توان به صرفه جویی، بازچرخانی(تصفیه) آب های مصرف شده، شیرین کردن آب های شور، جمع آوری آب باران و اصلاح الگوی کشاورزی و ... را نام برد.

an attitude on the environmental and security risks of water stress (water crisis) in iran. new regional and international frameworks, challenges and solutions

water stress refers to a situation where the water needed by humans and the ecosystem is less than the amount of water available. water stress is a more comprehensive concept than water scarcity. water stress includes different physical aspects of water resources, such as water scarcity, water quality, environmental flow, and accessibility of water. the concept of water stress is relatively new. water stress is the difficulty in finding sources of fresh water for use, which is caused by the depletion of resources. a water crisis is a situation in which potable and unpolluted water in an area is less than its demand.widespread lack of water and lack of access to water resources cause socio-economic underdevelopment and threaten the national security of countries around the world. the scope and complexity of water-related challenges are beyond national and regional borders, and for this reason, it cannot be examined only in the framework of national and regional policies. if the current situation of water resources management continues, iran will face many problems including social, political and economic problems. therefore, appropriate policies and strategies should be adopted to manage the current situation and overcome the water stress situation.due to having an average annual rainfall of 250 mm (less than a third of the global average), iran is considered one of the countries with limited water resources. water plays a major and key role in the overall development process of any region, and due to the lack of water resources in iran, its proper management is of particular importance to achieve sustainable development. in order to properly manage water resources, the state of water shortage or crisis in the country must be determined. therefore, the goals of this article are to know the challenges and new solutions to get rid of the current situation and ways to achieve a stable balance. among the solutions, we can mention saving, recycling (purification) of used water, sweetening salty water, collecting rainwater, and modifying the agricultural model, etc.
