بررسی راهبرد ها و سیاست‌های توسعه شهرک‌های فناوری در استان کردستان

شهرک‌های فناوری یکی ازمکان‌های رو به رشدی می‌باشد که اخیرا در سرتاسر جهان مورد توجه قرار گرفته است. این قابلیت به رشد توانمندی های صنعتی و فناوری در کشورهای توسعه یافته کمک شایانی نموده است. در این راستا کشورهای مذبور برای ایجاد و توسعه آن ها، هزینه ها و بودجه های زیادی صرف نموده اند. بر این اساس، پژوهش حاضر با روش زمینه یابی و با هدف بررسی اولویت‌ها و راهبرد های توسعه شهرک های فناوری در ایران و مشخصا استان کردستان، انجام شده است. جامعه آماری پژوهش شامل کلیه خبرگان و کارشناسان آشنا به بحث در شرکت شهرک‌های صنعتی، سازمان صمت و دانشگاه کردستان است. به منظور برررسی ظرفیت‌ها و مزیت‌های نسبی و رقابتی استان کردستان پرسشنامه‌ای میان خبرگان توزیع گردید. بر اساس نتایج، اولویت‌دارترین حوزه ها و فناوری های دارای مزیت نسبی و رقابتی شامل صنایع تبدیلی- کشاورزی، صنایع کانی- غیرفلزی و صنعت فرش بوده است. راهبردهای توسعه و استقرار این شهرک ها نیز با تمرکز بر شناسایی خلاها و نیازهای صنعت با استفاده از مدل برنامه ریزی swot ، تحلیل گردید. پیشنهاد گردید تا به منظور استقرار شهرک های فناوری بر اساس سند توسعه استان کردستان و اسناد بالادستی کشور، انجام شود.

technology cities are one of the growing opportunities that have recently received attention worldwide. this innovative capability has significantly contributed to the development of industrial and technological capabilities in developed countries. in this regard, the mentioned countries have incurred significant costs and budgets to establish and develop them. based on this, the present research was conducted using the field study method with the aim of examining the priorities and development strategies of technology parks in iran, specifically in the kurdistan province. the research population includes all experts and professionals familiar with the discussion in industrial parks, the kurdistan organization of industry, and the university of kurdistan. to assess the capacities and relative competitive advantages of the kurdistan province, a questionnaire was distributed among experts in this field. according to the results, the priority areas and technologies with relative and competitive advantages include agro-industrial, non-metallic mineral industries, and carpet industry. the development and establishment strategies of these parks were also analyzed, focusing on identifying strengths and industry needs using the swot planning model. it is recommended that site selection for the establishment of technology parks be carried out based on the kurdistan province’s development document and national upper-level documents.
