اصل لزوم ارائه دلایل تصمیمات اداری یکی از مفاهیم نوین و بنیادین حقوق اداری به شمار می آید و به عنوان یکی از مهمترین اصول اداره خوب مورد توجه قرار گرفته است. با این وجود، مباحث مرتبط با این اصل اغلب بر جنبه های نظری و مبانی آن متمرکز بوده و تاثیر عملی آن بر کارایی و ارتقای سازمان های دولتی کمتر مورد بررسی قرار گرفته است. این مقاله با رویکرد توصیفی-تحلیلی و استفاده از منابع کتابخانه ای، به بررسی ابعاد اجرایی این اصل و تاثیرات آن بر بهبود عملکرد و کارایی سازمان های دولتی می پردازد. نتایج تحقیق نشان می دهد که پیاده سازی صحیح و اصولی این اصل، نه تنها به افزایش شفافیت و پاسخگویی در ادارات دولتی کمک می کند، بلکه به عنوان ابزاری موثر در تضمین عدالت، تقویت نظارت های درون و برون سازمانی، افزایش مشارکت عمومی و تقویت اصول حقوق بشری در اداره نقش آفرینی می کند. این نتایج در نهایت منجر به ارتقای اعتماد عمومی به نهادهای دولتی، بهبود رضایت شهروندان از عملکرد سازمان ها و افزایش بهره وری در مدیریت دولتی می شود. همچنین، اجرای این اصل با توجه به نیازهای جدید اداری و دیجیتالی شدن فرآیندهای حکمرانی، قابلیت ایجاد تحول اساسی در نظام های دولتی مدرن را دارد و به ارتقای سطح حکمرانی هوشمند کمک شایانی می نماید.

the principle of the need to provide reasons for administrative decisions is one of the new concepts of administrative law and is considered one of the most important principles of good administration. however, the fact is that most of the discussions in this field are focused on the concept and basics of the mentioned principle, and the effect of this principle on the efficiency and promotion of government organizations has rarely been considered. based on this, considering the position of this principle in administrative law, it is an impossible necessity to deal with the various dimensions of the said principle and to use it in improving the functioning of the administration. in this regard, in the present article, using the descriptive-analytical method and the use of library tools, the basic components of the discussed principle have been analyzed from the point of view of its impact on the efficiency and promotion of the status of government organizations. the results of the research indicate that the correct implementation of the principle of the need to provide reasons for decisions in government offices increases transparency, guarantees justice and fairness, facilitates internal and external supervision, strengthens the principles of human rights in the administration, increases public participation, strengthens public trust and finally, the fundamental rights of the citizens will be preserved and protected, and the aforementioned results will ultimately lead to the satisfaction of the citizens with the performance of the administration and the improvement of the efficiency of government organizations.
