استفاده ابزاری از حقوق بشر و تاثیر آن در سیاست خارجی ایالات متحده آمریکا مطالعه موردی کشورهای در حال توسعه پس از سال 1990

یکی از کارکردهای مهم استفاده ابزاری از حقوق بشر در سیاست خارجه ایالات متحده آمریکا، توجیه سیاست هایی است که این کشور در نقاط مختلف جهان دنبال می کند.در این مقاله تلاش خواهد شد به این سوال پاسخ داده شود که حقوق بشر چه جایگاهی در منظومه سیاست خارجه آمریکا داشته و چگونه به ابزاری در خدمت منافع ملّی آن تبدیل شده است ؟ایالات متحده آمریکا از جمله معدود کشورهایی است که سیاست خارجه ایدئولوژیک دارد. با این تفاوت که در بسیاری از موارد مانند حمایت از حقوق بشر و ترویج دمکراسی ، سیاست خارجه ایدئولوژیک بعنوان یک ابزار برای تامین منافع ملّی آمریکا مورد استفاده قرار می گیرد. بررسی اقدامات این کشور هم در سطح سیاست خارجه و هم در حوزه سیاست داخلی نیز نشان می&دهد نگاه ایالات متحده نسبت به حقوق بیشتر یک نگاه ابزاری است.این پژوهش از نوع توصیفی &- تحلیلی بوده و از منابع گلخانه ای، پویش اینترنتی و سایت های معتبر جمع آوری و مورد استفاده قرار گرفته است .یافته های پژوهش حاکی از آن است که دفاع از حقوق در کلام و نقض گسترده آن در عمل باعث شده که حقوق بشر به ابزاری در خدمت منافع ملّی آمریکا تبدیل شود.

one of the important functions of the instrumental use of human rights in the foreign policy of the united states of america is to justify the policies that this country pursues in different parts of the world.in this article, an attempt will be made to answer the question of what is the position of human rights in the us foreign policy system and how has it become a tool to serve its national interests?the united states of america is one of the few countries that has an ideological foreign policy. with the difference that in many cases, such as the protection of human rights and the promotion of democracy, ideological foreign policy is used as a tool to secure america's national interests.examining the actions of this country both at the level of foreign policy and in the field of domestic policy also shows that the view of the united states towards more rights is an instrumental view.this research is of a descriptive-analytical type and has been collected and used from greenhouse sources, internet searches and reliable sites.the findings of the research indicate that the defense of rights in words and their widespread violation in practice has caused human rights to become a tool to serve the national interests of america.
