روش‌های افزایش روحیه مسئولیت‌پذیری و پاسخگویی در کارگزاران نظام اسلامی

روحیه‌ مسئولیت‌پذیری و پاسخگویی در کارگزاران حکومت به تحقق اهداف،‌ مشروعیت و کارآمدی حکومت و بهروزی و سعادت مردم و توسعه کشور انجامیده و فقدان آن، مردم و کشور را به راه زوال سوق خواهد داد. ازاین‌رو، تامل در راه‌های افزایش این روحیه و سیاست‌گذاری، برنامه‌ریزی و قانون‌گذاری برای افزایش آن ضرورتی حیاتی در مسیر توسعه کشور و تعالی شهروندان است. بر این اساس مسئله پژوهش ما «بررسی روش‌های افزایش روحیه مسئولیت‌پذیری و پاسخگویی در کارگزاران نظام اسلامی» است که با روش توصیفی تحلیلی و با ابزار مطالعات کتابخانه‌ای به آن پرداخته‌ایم. مطالعه‌ ما در این مقاله نشان می‌دهد تقویت روحیه‌ مسئولیت‌پذیری و پاسخگویی از جهت سائق‌های درونی (روانی و فرهنگی)، اتخاذ سیاست‌ها، تدوین برنامه‌ها و مقررات لازم برای درونی‌سازی و نهادینه‌ کردن این روحیه از جهت روان‌شناسانه در کودکان از سنین خردسالی، از جهت فرهنگی با تاکید بر ارتقای منش ملی و باورهای دینی و اعتقادی با نگاه میان‌مدت و بلندمدت با تفکیک روشن وظایف نهادها و سازمان‌های مربوطه، بهترین روش و راهبرد است. از جهت سائق‌ها و عوامل بیرونی، توجه بر اصل تفکیک، تحدید و شفافیت وظایف و مسئولیت‌های سازمان‌ها و مسئولان در سیاست‌گذاری و وضع مقررات و قوانین، الزام قانونی موکد و موثر درباره اطلاع‌رسانی و ارائه گزارش‌های دقیق و صحیح و به‌روز درباره‌ وظایف و عملکرد از سوی سازمان‌ها و مسئولان و تقویت قوانین و سیاست‌های تشویقی (پاداش‌ها) و بازدارنده (مجازات‌ها) در برابر مسئولیت‌پذیری یا  عدم آن، موثرترین راه‌ها و پیشنهادهاست.

the spirit of responsibility and accountability among government officials is crucial for achieving the government’s goals, legitimacy, and effectiveness, as well as the well-being and prosperity of the people and the country’s development. therefore, contemplating ways to increase this spirit and policymaking, planning, and legislation to enhance it is a vital necessity in the path of the development of the country and the prosperity of citizens. accordingly, the subject of our research was &investigating ways to increase the spirit of responsibility and accountability in the officials of the islamic republic system,& which we addressed using a descriptive-analytical method and library studies tools. our study in this research shows that strengthening the spirit of responsibility and accountability in terms of internal drivers (psychological and cultural) is the best method and strategy through policymaking, program development, and the necessary regulations for internalization and institutionalization of this spirit from a psychological perspective in children from an early age, and from a cultural perspective by emphasizing national character development and religious and ideological beliefs with a mid-to long-term view by clearly distinguishing the duties of relevant institutions and transparency of organizations and officials in policymaking and setting regulations and laws is necessary, with legal requirements for effective and mandatory information dissemination and accurate and up-to-date reporting on duties and performance by organizations and officials, and strengthening incentivizing (rewards) and deterrent (penalties) laws and policies regarding responsibility or lack thereof being the most effective methods and suggestions.
