Abstract
|
today, supplying sustainable energy in a way that simultaneously considers energy security, equitable access, and environmental issues has become a fundamental global concern. iran, in addition to facing challenges in sustainable energy supply, also has a weak performance in implementing energy policies. the objective of this article is to identify the dimensions of operational energy governance with a sustainable development approach and to examine research gaps in energy policy implementation studies. methods: in this research, using a systematic review and thematic analysis approach, the findings related to operational energy governance from 34 domestic and international scientific articles were examined. then, the data were categorized within the theoretical framework of hill and hupe and the energy processes in the stages of production, transmission, distribution, and consumption. results: the findings indicate that studies on operational energy governance can be categorized into three modes: administrative (state-centered and rule-based), performance-based (private sector participation and contract-based), and co-production (civil society collaboration based on trust). however, research gaps exist in coordination models, regulatory frameworks, and the role of civic participation. conclusions: the proposed operational energy governance model, grounded in sustainable development principles and addressing the three energy processes of production, transmission, and distribution/consumption, provides policymakers and researchers with a clear framework for implementation. the results indicate that the prevalent mode of operational governance in iran relies on input-based management and top-down approaches, while the co-production mode, which emphasizes collaborative outcomes, remains largely overlooked. although ideas for a performance-based approach involving private sector participation have emerged, their implementation mechanisms are still based on state regulations rather than operational contracts.
