طراحی مدل حکمرانی آینده مبتنی بر عملکرد مطلوب اداری در ایران با استفاده از مرور نظام مند ادبیات علمی

در ﺟﻬﺎﻧﯽ ﮐﻪ ﺗﻐﯿﯿﺮات ﺳﺮﯾﻊ و ﭘﯿﭽﯿﺪﮔﯽﻫﺎی ﻓﺰاﯾﻨﺪه ﻧﻈﺎمﻫﺎی ﺣﮑﻤﺮاﻧﯽ را ﺗﺤﺖ ﺗﺄﺛﯿﺮ ﻗﺮار داده اﺳﺖ، ﺷﻨﺎﺳﺎﯾﯽ اﺑﻌﺎد و ﻣﺆﻟﻔﻪﻫﺎی ﮐﻠﯿﺪی و اراﺋﻪ ﭼﺎرﭼﻮﺑﯽ ﺟﺎﻣﻊ ﺑﺮای ﺑﻬﺒﻮد ﮐﺎراﯾﯽ ﻧﻈﺎم اداری ﮐﺸﻮر، ﺿﺮوری اﺳﺖ.ﻫﺪف: ﻣﻄﺎﻟﻌﻪ ﺣﺎﺿﺮ ﺑﺎ ﻫﺪف اراﺋﻪ ﻧﻈﺎمﻣﻨﺪ داﻧﺶ ﻣﻮﺟﻮد در زﻣﯿﻨﻪ ﺣﮑﻤﺮاﻧﯽ آﯾﻨﺪه ﻣﺒﺘﻨﯽ ﺑﺮ ﻋﻤﻠﮑﺮد ﻣﻄﻠﻮب اداری در اﯾﺮان ﺻﻮت ﭘﺬﯾﺮﻓﺘﻪ اﺳﺖ. روش: اﯾﻦ ﭘﮋوﻫﺶ از ﻧﻈﺮ ﻫﺪف ﮐﺎرﺑﺮدی، از ﻟﺤﺎظ روش ﻣﺮوری و از ﻣﻨﻈﺮ ﻣﺎﻫﯿﺖ، اﮐﺘﺸﺎﻓﯽ اﺳﺖ. در اﯾﻦ ﻣﻄﺎﻟﻌﻪ روش ﻣﺮور ﻧﻈﺎمﻣﻨﺪ ادﺑﯿﺎت ﭘﮋوﻫﺸﯽ ﺑﮑﺎر ﮔﺮﻓﺘﻪ ﺷﺪه اﺳﺖ. از ﻣﺠﻤﻮع 422 ﻣﻘﺎﻟﻪ اوﻟﯿﻪ، ﭘﺲ از ﻏﺮﺑﺎلﮔﺮی، در ﻧﻬﺎﯾﺖ، 33 ﻣﻘﺎﻟﻪ ﺑﺮای ﻣﺮور ﻧﻈﺎمﻣﻨﺪ و اﺳﺘﺨﺮاج دادهﻫﺎ اﻧﺘﺨﺎب ﺷﺪﻧﺪ. ﯾﺎﻓﺘﻪﻫﺎ: در ﭘﮋوﻫﺶ ﺟﺎری، 8 ﺑﻌﺪ اﺻﻠﯽ ﺑﻪ ﻣﻨﺰﻟﻪ ﻋﻮاﻣﻞ ﺣﮑﻤﺮاﻧﯽ آﯾﻨﺪه ﻣﺒﺘﻨﯽ ﺑﺮ ﻋﻤﻠﮑﺮد ﻣﻄﻠﻮب اداری ﺣﮑﻮﻣﺖ ﺑﻪ ﻫﻤﺮاه 41 ﻣﺆﻟﻔﻪ ﺷﻨﺎﺳﺎﯾﯽ ﺷﺪﻧﺪ. اﯾﻦ اﺑﻌﺎد ﻋﺒﺎرﺗﻨﺪ از: ﺷﺎﯾﺴﺘﻪﺳﺎﻻری، ﻋﻮاﻣﻞ ﺑﺮونﺳﺎزﻣﺎﻧﯽ، ﺷﻔﺎﻓﯿﺖ، ﭘﺎﺳﺨﮕﻮﯾﯽ، ﻋﺪاﻟﺖ و ﺑﺮاﺑﺮی، دﺳﺘﯿﺎﺑﯽ ﺑﻪ رﺷﺪ اﻗﺘﺼﺎدی، ﮐﻨﺘﺮل ﻓﺴﺎد و ﺳﻼﻣﺖ اداری. ﻧﺘﯿﺠﻪ ﮔﯿﺮی: ﻧﺘﺎﯾﺞ اﯾﻦ ﻣﻄﺎﻟﻌﻪ ﺑﺎ ﺷﻨﺎﺳﺎﯾﯽ و دﺳﺘﻪﺑﻨﺪی اﺑﻌﺎد و ﻣﺆﻟﻔﻪﻫﺎی اﺻﻠﯽ ﺣﮑﻤﺮاﻧﯽ آﯾﻨﺪه، ﭼﺎرﭼﻮﺑﯽ ﺟﺎﻣﻊ ﺑﺮای ﺑﻬﺒﻮد ﻋﻤﻠﮑﺮد اداری ﺣﮑﻮﻣﺖ در اﯾﺮان اراﺋﻪ ﻣﯽدﻫﺪ. ﺑﺮای ﺗﺮﺳﯿﻢ ﺣﮑﻤﺮاﻧﯽ آﯾﻨﺪه ﻣﺒﺘﻨﯽ ﺑﺮ ﻋﻤﻠﮑﺮد ﻣﻄﻠﻮب اداری در اﯾﺮان، ﺑﺎﯾﺪ روﯾﮑﺮدی ﺟﺎﻣﻊ و ﭼﻨﺪﺑُﻌﺪی اﺗﺨﺎذ ﺷﻮد ﮐﻪ ﺑﺮ اﺳﺎس ﺷﺮاﯾﻂ ﻓﺮﻫﻨﮕﯽ، اﻗﺘﺼﺎدی، اﺟﺘﻤﺎﻋﯽ و ﺳﯿﺎﺳﯽ ﮐﺸﻮر ﻃﺮاﺣﯽ ﺷﺪه ﺑﺎﺷﺪ.

designing a future governance model based on optimal administrative performance in iran by using a systematic review of scientific literature

in a world where rapid changes and increasing complexities have impacted governance systems, identifying the key dimensions and components and providing a comprehensive framework to enhance the efficiency of the country's administrative system is essential. objective: the present study aims to systematically present existing knowledge in the field of future governance based on optimal administrative performance in iran. therefore, in this study, the literature on future governance based on optimal administrative performance of government in iran has been examined. method: this research is applied in terms of purpose, qualitative in terms of method, and exploratory in nature. in this study, a systematic literature review method using the prisma statement framework has been employed. from a total of 422 initial articles, after screening, ultimately 33 articles were selected for systematic review and data extraction. findings: in the current research, 8 main dimensions were identified as factors of future governance based on optimal administrative performance of government, along with 41 components. these dimensions are: meritocracy, external organizational factors, transparency, accountability, justice and equality, achieving economic growth, corruption control, and administrative integrity. conclusion: the results of this study, by identifying and categorizing the main dimensions and components of future governance, provide a comprehensive framework for improving government administrative performance in iran.
