واکاوی عوامل موثر بر حکمرانی شهر هوشمند

هدف: شهرهای‌هوشمند‌ درحال تبدیل‌شدن به الگویی‌نوین برای جوامع‌شهری هستند که درآن از فناوری‌های‌نوین برای ارتقاء کیفیت‌زندگی، کارایی و پایداری استفاده می‌شود. با این حال، موفقیت این شهرها به طور قابل توجهی به همکاری موثر ذینفعان مختلف، از جمله دولت، بخش خصوصی و... بستگی دارد. هدف کلی از انجام این پژوهش واکاوی عوامل موثر بر حکمرانی شهر هوشمند می‌باشد.روش پژوهش: پژوهش‌حاضرجزء تحقیقات توصیفی است و بارویکردکیفی وبااستفاده‌از روش تحلیل محتوا جهت‌دارانجام شده‌است. جامعۀ مورد‌مطالعه شامل ذینفعان درگیر درهوشمندسازی ازقبیل کارکنان شهرداری‌ها،شورای‌شهر،‌ارکان‌مدیریت‌شهرداری،‌حاکمیت ملی و حاکمیت منطقه‌ای، شرکت‌های خدمات‌شهری، ارائه‌دهندگان صنایع همگانی، شرکت‌هایict، سازمان‌‌های مردم‌نهاد یاngoها،‌سازمان‌های بین‌المللی،‌منطقه‌ای و چندجانبه،‌انجمن‌های‌صنعتی،‌برنامه‌ریزان‌شهری، دانشگاه‌ها و... بودند. برای انتخاب مصاحبه‌شوندگان از نمونه‌گیری هدفمند از نوع گلوله‌برفی استفاده شد. نمونه‌گیری تا رسیدن به اشباع نظری ادامه داشت یعنی تا زمانی که داده جدیدی یافت نشد. در این تحقیق از طریق مصاحبه با‌41‌نمونه از جامعۀ مذکور، اشباع نظری حاصل شد. جمع‌آوری داده‌ها از طریق مصاحبه، مشاهده و یادداشت‌برداری میدانی، بررسی اسناد و مدارک یا اغلب ترکیبی از این روش‌ها صورت گرفت. قابلیت اعتماد از طریق تکنیک مثلث سازی حاصل شد.‌یافته‌ها و نتیجۀ این پژوهش نشان می‌دهد که تدوین یک استراتژی جامع و یکپارچه و ایجاد فرهنگ مشارکتی و مبتنی‌بر‌اعتماد بین ذینفعان مختلف و ایجاد زیرساخت‌ها و سرمایه‌گذاری‌های مناسب، در بخش‌های مختلف شهر هوشمند الزامی و ضروری می‌باشد؛ همچنین بیانگر این موضوع است که واکاوی‌عوامل موثر بر‌حکمرانی شهر هوشمند در زمینه‌های زیرساخت شهر هوشمند، مدیریت بحران و امنیت‌عمومی، مدیریت منابع‌انسانی، متنوع‌سازی مرتبط (همگن)‌، استراتژی شهر هوشمند، دانش و تخصص، حکمرانی شهر‌هوشمند، مدیریت انرژی‌هوشمند، اقتصاد‌شهر‌هوشمند، فرهنگ شهرهوشمند بود.

analyzing factors affecting smart city governance

object: smart cities are emerging as a new model for urban communities, leveraging advanced technologies to enhance quality of life,‌efficiency,‌and sustainability. however,‌the success of these cities hinges significantly on effective collaboration among various stakeholders, including government, private sector, and others.the primary objective of this research is to investigate the factors influencing effective collaboration among stakeholders in smart cities.methods:‌ this research is descriptive and employs a qualitative approach using targeted content analysis. the study population includes stakeholders involved in smart city initiatives, such as municipal employees, city councils, municipal management bodies, national and regional governments, urban service companies,‌public utility providers, ict companies,‌ngos, international, regional, and multilateral organizations, industry associations, urban planners, universities, and more. purposive sampling, specifically snowball sampling, was used to select interviewees. sampling continued until theoretical saturation was reached, meaning no new data emerged. through interviews with 41 participants from the aforementioned population, theoretical saturation was achieved. data was collected through interviews, field observations and note-taking, document review,‌or a combination of these methods.‌reliability was ensured through triangulation.results: the research findings indicate that developing a comprehensive and integrated strategy, fostering a collaborative and trust-based culture among stakeholders,‌and creating appropriate infrastructure and investments in various aspects of smart cities are essential. moreover, the study reveals that factors influencing stakeholder collaboration in smart cities encompass areas such as smart city infrastructure, crisis management and public safety, human resource management,‌ related diversification (homogeneity), smart city strategy, knowledge and expertise,‌smart city governance, smart energy management, smart city economy, and smart city culture.
